BROAD FUNCTION
Manage and monitor the manpower budget throughout the financial year, ensuring adherence to approved budget and identifying potential variances.
Manage grant management functions (i.e., grant application, submission, tracking, filling).
Support the Compensation & Benefits Team in administration of HRIS and the remuneration and payroll processes.
RESPONSIBILITIES
Manpower Planning and Budgeting
Manage end-to-end annual manpower planning and budgeting exercise, ensuring timely completion and accuracy.
Work closely with Department Heads to understand their manpower requirements, including staffing ratios, hiring plans, and utilisation rates (such as bed occupancy rates) to optimise their staffing needs.
Compile manpower requirements from each department, prepare detailed cost projections and perform comparative analyses of previous year's budget, current expenditures, and proposed budget.
Ensure that manpower planning and budgeting processes comply with internal policy, regulatory requirements and governance standards.
Grant Management
Ensure timely and accurate submission of grant claims, adhering to relevant deadlines and requirements.
Track and manage funding allocations, ensuring adherence to funder guidelines, regulations, and reporting requirements.
Maintain accurate, up-to-date, and organised records of grant submission documents for audits.
Compensation & Benefits (C&B)
Administer remuneration and payroll processes ensuring accuracy, timeliness, and compliance with relevant laws, regulations and organisation policies.
Assist in regular reviews of HR policies, procedures and work instructions (PWI) to ensure relevance, effectiveness, and compliance with regulatory requirements.
Assist in reviewing salaries, benchmarking and compensation packages that align with organisation policies and market standards.
Leverage HRIS software and automation tools to automate processes and reduce manual work processes.
Other ad hoc project-related work assignments as and when required.
Requirements
Able to start immediately.
Good Diploma / Degree in Human Resource Management or other relevant qualification.
Minimum 2 years’ relevant working experience in manpower planning and budgeting, grant management or C&B function.
Proficiency in payroll software, preferably Success Factor, SAP and Microsoft software applications such as Excel, Word and PowerPoint.
Ability to work independently, take initiative, set priorities and handle sensitive data with confidentiality.
Ability to work well with others under tight deadlines and respond to changes in priorities.
Good interpersonal, communication and presentation skills.
Meticulous with a strong attention to detail.
Strong analytical skills with the ability to provide insights for decision-making.
Self-motivated and resourceful.
Ability to interact with employees at all levels.
High initiative and willingness to go the extra mile.
Team player and professional at all times.
