Overview We are looking for a highly motivated individual to lead the People Services team within NTU Shared Services, Human Resources. This role is crucial for ensuring the smooth and efficient delivery of core HR services to our employees. You will guide and mentor a team of 15, responsible for the day-to-day delivery of essential HR services including payroll, onboarding, work pass, benefits & awards administration, learning and development (L&D) support and handling employee queries. Your primary focus will be to enhance service delivery, optimize processes, and ensure a seamless employee experience. You will serve as the subject matter expert for HR operations in the following areas, providing guidance and support to your team and the wider organization. Responsibilities Team Leadership: Lead, mentor, and develop a team of professionals. Foster a collaborative and high-performance culture. HR Operations Management: Oversee the day-to-day administration of key HR functions and ensure they are completed in a timely manner in accordance with service level agreements (SLA). Payroll: Ensure accurate and timely processing of payroll, addressing discrepancies and ensuring compliance with regulations Onboarding: Manage the end-to-end onboarding process for new hires, ensuring a positive and seamless start Work Pass Administration: Handle all aspects of work pass applications, renewals, and cancellations in compliance with Ministry of Manpower regulations Staff Benefits & Awards administration: Ensure the day-to-day administration of employee benefits including but not limited to flexi benefits program, group insurances and recognition programs such as Long Service Award and Extra Mile Award L&D Administration: Support the administration of training programs, including scheduling, logistics, attendance taking and record-keeping HR Queries: Oversee the handling of employee inquiries, providing timely and accurate responses on HR policies and procedures. Process Improvement: Oversee the standardization of process delivery and identify opportunities to streamline and automate HR processes to improve efficiency and reduce manual work. Compliance and Reporting: Improve internal controls, processes and procedures to ensure high standards of quality, efficiency and governance. Ensure all HR practices and data are compliant with legal and company policies. Stakeholder Management: Collaborate with other HR teams, department heads, and external vendors to ensure effective service delivery. Requirements Bachelor's degree in Human Resources, Business Administration, or a related field. Professional HR certification is a plus Good HR knowledge and in-depth experience in HR Operations and Service Delivery including client support, case management and implementing change initiatives Familiar with the regulatory compliance on Work Passes, Employment Act and local immigration rules Minimum 8 years of experience in an HR operations or shared services role, with at least 3 years in a leadership or supervisory position Proven ability to lead and motivate a team Excellent problem-solving skills and a strong attention to detail. Exceptional communication and interpersonal skills, with demonstrated ability to interact with people at all levels of the organisation Solid understanding of HR technology and systems (e.g., HRIS, payroll software).
