Job Title: Budget Manager

As a Budget Manager in the Finance and Procurement Division, you will be part of the team providing operational support to MOE Kindergartens (MKs) and Kindergarten Care (KCare) Services.

Responsibilities:

• Coordinate with team members and provide operational support to MKs and KCare Services in the areas of financial assistance, arrears management, billings and collections\
• Liaise with stakeholders to review, analyse and enhance MK-related policies and systems to streamline work processes, improve workflows and enforce compliance\
• Provide advice to HQ divisions, MKs and KCare Operators on prevailing financial guidelines and funding related matters\
• Drive finance transformation and automation, leverage on data analytics and visualisation tools for reporting and insights to facilitate decision-making process\
• Ensure effective coordination with various teams and stakeholders to achieve strategic objectives\
• Monitor and manage budgets, forecast revenue and expenses, and develop financial plans to ensure fiscal responsibility\
• Identify and implement cost-saving measures to optimise resource allocation and improve overall efficiency\
• Develop and maintain relationships with key stakeholders to foster collaboration and mutual understanding\
• Collaborate with other teams to identify opportunities for process improvement and implement changes as needed\
• Conduct regular analysis of financial performance and provide recommendations for improvement\
• Manage and report on budget performance, ensuring accurate and timely financial information is available to support business decisions\
