We are pleased to announce an opportunity for a Regional Manager of Cargo Compliance for the Asia region, located in Singapore. This pivotal role focuses on the development, execution, and oversight of safety, security, and operational compliance with both regulatory and corporate standards for personnel, stakeholders, and suppliers. The position demands a proactive approach to continuously evaluate and enhance hazard identification while ensuring adherence to IATA regulations and company protocols, all while fostering a culture of safety, security, and quality.

As the Regional Manager of Cargo Compliance, your responsibilities will include:

  • Leading quality assurance initiatives and enhancements in alignment with guidelines established by Cargo HQ Operations management regarding compliance with regulations, standards, and corporate procedures related to cargo and ground handling operations, including dangerous goods, security, and safety.
  • Collaborating with Cargo Operations HQ to devise and implement strategies aimed at perpetually improving the safety and quality culture.
  • Taking regional ownership of quality assurance, safety, security, dangerous goods, and compliance issues, emphasizing safe and secure operations in accordance with corporate policies, industry best practices, IATA standards, and regulatory mandates.
  • Working alongside regional and HQ leadership to oversee and support the initiation or resumption of new station operations, ensuring adherence to local and corporate safety and security standards.
  • Continuously monitoring cargo and ground handling operations in the region through audits, self-inspections, safety performance indicators, and compliance reports, while recommending enhancements.
  • Engaging with regional leaders and staff to maintain ongoing communication regarding compliance challenges and opportunities within cargo operations.
  • Developing, reviewing, approving, and implementing local operating procedures (LOPs) as necessary, ensuring alignment with Cargo HQ policies to facilitate smooth and compliant cargo operations.
  • Conducting investigations into occurrences and risk assessments, providing guidance, and enabling risk-based decision-making to ensure safe and compliant operations.
  • Performing station assessments based on established requirements and as necessitated by regional or network events, including evaluations of ground handlers and internal processes, identifying common findings, and implementing standardized practices across the region.
  • Identifying hazards within cargo operations and managing risk assessments using an operational management approach. Ensuring consistent risk evaluation and ongoing mitigation efforts.
  • Overseeing the effective execution of emergency response protocols in the region by coordinating exercises with cargo headquarters, ensuring that areas for improvement are adequately addressed.
  • Conducting regular meetings with internal and external stakeholders to discuss safety, security, quality assurance, dangerous goods, and compliance matters, raising awareness of key issues and promoting actions for enhancement of current standards.
  • In partnership with the cargo training administration team, conducting training reviews for external parties to ensure compliance with corporate cargo training requirements and reporting any non-compliance.
  • Providing management with performance reports that highlight trends, issues, and necessary escalations to monitor safety, security, quality assurance, dangerous goods, and compliance in the region.
  • Executing additional departmental duties as directed by the Head of Department or as agreed with local leadership.

Qualifications:

The ideal candidate will possess:

  • A Bachelor's degree or equivalent, along with a minimum of 6 years of relevant experience.
  • Proficiency in conducting audits, inspections, investigations, and root cause analysis.
  • Knowledge and experience in airline ground handling and cargo operations.
  • Auditor training qualifications.
  • Experience or qualifications in Safety Management Systems.
  • Strong command of the English language and effective communication skills.
  • Excellent interpersonal abilities.
  • Understanding of SGHA principles.
  • Strong analytical capabilities.
  • A collaborative mindset and teamwork orientation.
  • Attention to detail.
  • Familiarity with Quality Assurance and Quality Management Systems.
  • Managerial skills, including leadership, delegation, and workflow management.
  • Strong mentoring and coaching abilities.
  • Capacity to train and develop the skills of subordinates.
  • Ability to foster teamwork among team members.
