Manager of Cargo Compliance for the Asia Region

Join Qatar Duty Free as a Regional Manager for Cargo Compliance in the Asia region, based in Singapore. The position emphasizes the continuous evaluation and enhancement of hazard identification and adherence to IATA regulations, alongside Qatar Airways protocols, while fostering a robust culture of safety, security, and quality.
The Regional Manager for Cargo Compliance will undertake the following responsibilities:
- Champion quality assurance and enhancements across the region, ensuring alignment with guidelines set forth by Cargo HQ Operations management regarding compliance with regulations, standards, and corporate procedures related to cargo and ground handling operations, including dangerous goods, security, and safety.
- Collaborate with Cargo Operations HQ to implement innovative strategies aimed at perpetually improving the safety and quality culture.
- Assume regional accountability for facilitating quality assurance, safety, security, dangerous goods, and compliance matters, emphasizing safe and secure operations in accordance with QR policies, service levels, industry best practices, IATA standards, and regulatory mandates.
- Work closely with regional and HQ leadership to oversee and support the initiation or resumption of new station operations, ensuring adherence to local and QR safety and security standards.
- Conduct ongoing monitoring of the region's cargo and ground handling operations through audits, self-inspections, safety performance indicators, and compliance reports, providing recommendations for improvements.
- Maintain open communication with all regional leaders and staff, fostering dialogue on compliance challenges and opportunities within cargo operations.
- Develop, review, approve, and implement local operating procedures (LOPs) as necessary, ensuring compliance with Cargo HQ's policies and procedures for seamless and safe cargo operations.
- Lead occurrence investigations and risk assessments, offering guidance and facilitating risk-based decisions to uphold safe and compliant operations.
- Execute station assessments based on established requirements, evaluating ground handlers, internal staff, and processes, identifying common findings, and implementing standardized practices across the region.
- Identify hazards in cargo operations and manage risk assessments, ensuring consistent evaluation of risks and ongoing mitigation efforts.
- Oversee the effective execution of emergency response procedures within the region, conducting exercises in collaboration with cargo headquarters to address areas for improvement.
- Organize regular meetings with internal and external stakeholders to discuss safety, security, quality assurance, dangerous goods, and compliance matters, enhancing awareness of key issues and promoting actions for improvement.
- In partnership with the cargo training administration team, conduct training reviews for external parties to ensure compliance with QR cargo training requirements and report any non-compliance.
- Provide management with performance reports detailing trends, issues, and necessary escalations to monitor safety, security, quality assurance, dangerous goods, and compliance matters in the region.
- Undertake additional departmental duties as directed by the Head of Department or as agreed with the local VP.

Qualifications
The ideal candidate will possess:
- A Bachelor's degree or equivalent with a minimum of 6 years of relevant experience.
- Experience in conducting audits, inspections, investigations, and root cause analysis.
- Knowledge and experience in airline ground handling and cargo operations.
- Auditor training qualifications.
- Familiarity with Safety Management Systems.
- Proficiency in English and strong communication skills.
- Excellent interpersonal abilities.
- Understanding of SGHA.
- Strong analytical skills.
- Ability to work collaboratively in a team environment.
- Attention to detail.
- Knowledge of Quality Assurance and Quality Management Systems.
- Managerial skills, including leadership, delegation, and workflow management.
- Strong mentoring and coaching capabilities.
