We are pleased to announce an opportunity for a Regional Manager of Cargo Compliance focused on the Asia region, based in Singapore. This pivotal role encompasses the development, execution, and oversight of safety, security, and operational compliance in alignment with both regulatory and organizational standards for personnel, stakeholders, and suppliers. The position necessitates a continuous evaluation and enhancement of hazard identification processes, ensuring adherence to IATA regulations and Qatar Airways protocols, while fostering a culture of safety, security, and quality.

The Regional Manager of Cargo Compliance will undertake the following responsibilities:

  • Propel quality assurance initiatives and enhancements across the region, adhering to guidelines established by Cargo HQ Operations management concerning compliance with regulations, standards, and organizational procedures related to cargo and ground handling operations, including dangerous goods, security, and safety.
  • Collaborate with Cargo Operations HQ to devise and implement innovative strategies aimed at perpetually improving the safety and quality culture.
  • Assume regional accountability for facilitating quality assurance, safety, security, dangerous goods, and compliance matters, emphasizing safe and secure operations in accordance with QR policies, service levels, industry best practices, IATA standards, and regulatory mandates.
  • Work alongside regional and HQ leadership to oversee and support the initiation or resumption of new station operations, ensuring adherence to local and QR safety and security standards.
  • Continuously monitor cargo and ground handling operations in the region through audits, self-inspections, safety performance indicators, and compliance reports, while recommending necessary improvements.
  • Engage with regional leaders and staff to maintain ongoing communication regarding compliance challenges and opportunities within cargo operations.
  • Develop, review, approve, and implement local operating procedures (LOPs) as necessary, ensuring alignment with Cargo HQ's policies to facilitate smooth and safe cargo operations compliance.
  • Conduct investigations into occurrences and risk assessments, providing guidance and facilitating risk-based decision-making to ensure safe and compliant operations.
  • Execute station assessments based on agreed requirements, which may include evaluations of ground handlers, internal staff, and process assessments, identifying common findings and implementing standardized practices across the region.
  • Identify hazards within cargo operations and establish risk assessments using an operational management approach. Ensure consistent risk evaluation and ongoing mitigation efforts.
  • Oversee the effective execution of emergency response protocols in the region, conducting exercises in collaboration with cargo headquarters to address areas needing improvement.
  • Hold regular meetings with internal and external stakeholders to discuss safety, security, quality assurance, dangerous goods, and compliance matters, raising awareness of key issues and fostering improvement actions.
  • In partnership with the cargo training administration team, conduct training reviews for external parties to ensure compliance with QR cargo training requirements and report any non-compliance.
  • Provide management with performance reports detailing trends, issues, and necessary escalations to monitor safety, security, quality assurance, dangerous goods, and compliance matters in the region.
  • Execute additional departmental duties as directed by the Head of Department or as agreed with the local VP.

Qualifications

The ideal candidate will possess:

  • A Bachelor's degree or equivalent with a minimum of 6 years of relevant experience.
  • Experience in conducting audits, inspections, investigations, and root cause analysis.
  • Knowledge and experience in airline ground handling and cargo operations.
  • Auditor training qualifications.
  • Familiarity with Safety Management Systems.
  • Proficiency in the English language and strong communication skills.
  • Excellent interpersonal abilities.
  • Understanding of SGHA.
  • Strong analytical skills.
  • A collaborative mindset.
  • Attention to detail.
  • Knowledge of Quality Assurance and Quality Management Systems.
  • Managerial capabilities, including leadership, delegation, and workflow management.
  • Strong mentoring and coaching abilities.
  • Capacity to train and develop the skills of subordinates.
  • Ability to foster teamwork among team members.
