Job Opportunity

We are seeking a skilled Cost Engineering Expertise Leader to join our team. The successful candidate will be responsible for developing cost estimates across the project lifecycle, including corporate estimates for tenders and work change requests.

  • Develop detailed cost breakdown structures (CBS) with probabilistic cost risk analysis to ensure accurate contingency planning.
  • Prepare preliminary estimates for scope options and update these estimates throughout the project lifecycle as necessary.
  • Maintain traceability of cost estimates along with necessary supporting documents to facilitate clear communication among stakeholders.
  • Review/evaluate cost estimates of technical deviation requests (TDR) and assess claims submitted by contractors to ensure fair outcomes.
  • Develop customized CBS for tenders and work change requests relating to all project categories aligned with scope of work and tender notes of pricing, in coordination with discipline engineers and project engineers.
  • Participate in technical/commercial review and assurance sessions for all project categories prior to finalizing cost estimates at gates and presenting these to senior management committees.
  • Provide detailed cost information, including cost variance analysis, for periodic senior management reviews and Capital Project Steering Committee approvals.
  • Support contract engineers in the development of Appendix 'B' Part III unit rates of the tender document as per tender requirements, in coordination with discipline engineers and project engineers.
  • Participate in technical / commercial bid evaluation for tenders and work change requests, providing necessary support to contracts engineers by detailing cost variances with corporate estimates and preparing cost evaluation reports for tender committee submissions.
  • Timely preparation of cost budget profiles for annual work programs and budget submissions, as well as budget revisions in collaboration with planning engineers. Provide justification for budget variance as required.
  • Monitoring and reporting of status of costs for selected capital projects executed by the directorate, including approved changes, potential changes, claims, and potential cost forecasts at completion.
  • Creation of release orders for contracts executed by the directorate.
  • Creation of service entry sheets relating to monthly values of work done and for processing contractor invoices, based on estimated progress and milestone achievement inputs provided by planning engineers and contract payment terms.
  • Conducting project commercial close-out activities, including review and upload of asset capitalization schedules in SAP, review of statements of final accounts, and providing inputs to project close-out reports as required.
  • Contributing to the enhancement and standardization of cost estimation processes within the directorate. Reviewing and providing input to various cost engineering procedures and work instructions.
  • Updating the cost database based on awarded contracts as per CBS.
  • Maintaining and updating historical data of commercial bids, EPIC/construction cost estimates prepared by FEED/ECS consultants, and budgetary quotes of equipment/bulk materials in a shared repository.
