Health, Safety, Environment, and Quality Manager

As a Health, Safety, Environment, and Quality professional, you will play a key role in managing HSEQ objectives and Key Performance Indicators (KPIs) for the fleet. This involves reviewing and analyzing HSEQ scores, fleet audit and inspection outcomes through PAL, and advising senior managers on measures to improve fleet performance.


Key Responsibilities:
  • Safety Management System Implementation: Support the implementation of the safety management system, including tasks related to manuals and fleet notices. Investigate accidents and incidents, and advise senior managers on measures to prevent recurrence.
  • Smart Fleet Management: Collaborate with stakeholders to follow up on Enterprise Resource Planning (ERP) issues. Construct and maintain companies' HSEQ module in PAL. Identify users' requirements and propose solutions that are feasible, timely, and cost-effective.
  • Monitoring and Analysis: Monitor and analyze HSEQ objectives and KPIs for the fleet. Review and analysis of HSEQ scores, fleet audit and inspection outcomes through PAL, and advise senior managers on measures to improve fleet performance.
  • Assist with Certification: smartPAL HSEQ, Quality Document Management System (QDMS), certification processes, and day-to-day crewing issues.
  • Stakeholder Engagement: Collaborate with various stakeholders to plan for future deployments and unification efforts. Support projects in ICT Strategies Team.
  • Mobile App Project Support: Implement a Mobile App project for LG (Liquefied Gas) and Tanker operations.

Requirements:
  • Education: Deck Class 1 Certificate of Competency.
  • Experience: Sailed as Master on Merchant LNG or LPG (Ammonia) vessel and at least 10 years' shore experience in Major ship management company or Oil Major.
  • Knowledge: Good knowledge of ISM (International Safety Management Code), ISPS (International Ship and Port Facility Security Code), MLC (Maritime Labor Convention), TMSA (Tanker Management and Self-Assessment), SIRE (Ship Inspection Report Program), and ISO standards.
  • IT Skills: Proficiency in IT tools such as Microsoft Excel, Word, PowerPoint, Outlook, and Business Intelligence (BI) tools.
  • Soft Skills: Good organizational and communication skills, positive attitude, self-motivated, detail-oriented, and team player.
  • Language Skills: Good command of spoken and written English.
  • Documentation Skill: Excellent and speedy documentation skills.
  • Negotiation Skill: Strong negotiation skills, ability to build consensus.
