Job Title

Senior Manager, Mental Health Primary Care Development

This role will support the Head of Department (HOD) to oversee service planning and development, implementation, and review of primary care-led mental health programs under the Community Mental Health (CMH) Masterplan.

The successful candidate will be responsible for supporting the HOD in the strategic implementation of services in the primary care setting focusing on mental health and dementia services.

Responsibilities:

  • Support the HOD in the strategic implementation of services in the primary care setting focusing on mental health and dementia services.
  • Present findings including potential strategies to senior management to secure buy-in for policy review and service planning.
  • Build trust and leverage on internal and external stakeholders to identify gaps and opportunities to improve service planning for mental health services in the primary care.
  • Integrate mental health primary care-led services into the broader primary healthcare system in collaboration with regional health system offices and primary care networks.
  • Review and establish competencies, structural processes, and enablers to support the implementation of the CMH Masterplan in the private and public primary care sector.
  • Plan the implementation of care models in tandem and aligned with the Healthier SG care protocol, including continuous review and enhancement of collaborative care approaches to meet the intended outcomes and support the needs of clients and caregivers.
  • Manage budgets and monitor program effectiveness through evaluation efforts by coordinating, collating, and tracking outcome measures and performance indicators of primary care programs.
  • Develop a mental health in primary care system such that the polyclinic and GP settings use the same assessment tools with the same understanding of the MH/dementia needs of patients.

Qualifications:

  • Bachelor's Degree in a healthcare-related discipline with a preference for mental health qualification.
  • At least 10 years' experience in primary care or community development and multi-agency work in the healthcare/social care industry with 5 years' management experience.
  • Experience in multi-agency work/healthcare industry, program implementation, and/or program management.
  • Facilitation, design thinking, organization development preferred.
  • A self-starter with strong learning ability, resilient, adaptable, and able to manage change and ambiguity.
  • Multi-tasking and strong analytical, problem-solving, and project management skills.
  • Ability to work well with groups from diverse backgrounds.
  • Strong negotiation and communication skills.
