Policy Design and Programme Evaluation Lead

The Senior/Assistant Director role involves overseeing and managing a comprehensive policy design and programme evaluation framework. This includes articulating logic models, developing theories of change, designing evaluation frameworks, collecting and analysing data.
The successful candidate will engage with stakeholders to identify needs for evaluation and collaborate with them to ensure pre-, during, and post-implementation evaluation plans are in place in accordance with the framework.
Key Responsibilities:- Conduct independent evaluations of policies and programmes using appropriate quantitative and qualitative methods.
- Report and present evaluation findings to decision makers and senior management.
- Develop recommendations and ensure learning points are incorporated into the policy design cycle and work processes.
- Ensure evaluations are used to support strategic planning and resource allocation decisions.
- Support capacity building across government by helping establish a network of evaluation experts and facilitating the development of a repository of evaluation resources and data.
Requirements:
- Qualifications in Economics, Public Policy, Accounting, Statistics, Data Science or other relevant disciplines are preferred.
- Relevant work experience in these areas is desirable.
- Strong analytical thinking skills.
- Proven project management skills and expertise in process design and stakeholder engagement.
- Good understanding of a range of qualitative and quantitative research and evaluation methods.
- Effective communication (verbal and written) and presentation skills, and ability to facilitate conversations effectively.
- Strong team player as well as an independent worker.
