Job Description

About the role:

The official job title for this position is Manager, Assessments & Insights. We are currently hiring for a 1-year contract position, with the potential for renewal and the possibility to convert to a permanent role.

In addition to the salary, this position offers various benefits including an annual wage supplement and performance bonus.

Location: Lifelong Learning Institute, Singapore Working hours: 8.30am to 6.00pm (Monday to Thursday), 8.30am to 5.30pm (Friday)

Key Responsibilities
  • Coordinate assessment strategies as directed by the Head of Department/Senior Manager.
  • Support the development and maintenance of high-quality assessment content, including managing the item writing and review process with external vendors and subject matter experts.
  • Assist in managing the assessment lifecycle from pilot testing to final deployment, ensuring alignment with quality standards and strategic goals.
Vendor & Project Coordination
  • Serve as a key liaison between internal stakeholders, vendors, and consultants in the delivery of assessment-related projects.
  • Track project timelines, deliverables, and budgets to ensure smooth execution and accountability.
  • Ensure effective documentation and reporting on project progress and post-project reviews.
Data Analytics & Quality Assurance
  • Extract and clean assessment-related data to support validation studies and continuous improvement initiatives.
  • Generate reports and dashboards to track question performance, candidate results, and trends across certification levels.
  • Work with the Head of Department/Senior Manager to recommend and implement data-informed improvements to question quality and assessment design.
Governance & Compliance Support
  • Assist in reviewing and updating assessment policies, guidelines, and SOPs to maintain rigour, fairness, and compliance.
  • Ensure proper documentation, classification, and secure storage of sensitive assessment content and candidate data.
  • Support the implementation of assessment integrity measures, including handling minor appeals and escalation protocols.
Stakeholder & Partnership Engagement
  • Coordinate with local and international stakeholders for assessment benchmarking and recognition discussions, under the guidance of the Head of Department/Senior Manager.
  • Support knowledge exchanges with other credentialing bodies and contribute to meeting materials and documentation for partnership reviews.
Team Collaboration & Development
  • Collaborate closely with colleagues across A&I, including Skills Research and Analytics, to align assessment efforts with wider competency framework initiatives.
  • Provide operational guidance and mentorship to junior team members or interns as required.
Other Responsibilities
  • Assist the Head of Department/Senior Manager in special projects, including AI-driven assessment innovations, skills-based evaluation pilots, and regional assessment strategy initiatives.
  • Contribute to team process improvements and participate in internal reviews and retrospectives.
Requirements

We are seeking a highly motivated individual with the following skills and qualifications:

  • Relevant experience with assessments (e.g. psychometric assessments, educational assessments).
  • Familiarity with design, development, and delivery of assessment questions, tools, and tests.
  • Proficient with Microsoft Excel to support basic data cleaning (e.g. VLOOKUP, CONCATENATE, COUNTIFS).
  • Comfortable with statistical software (e.g. SPSS, Stata, Jamovi); knowledge of programming languages (R or Python) to clean and analyze data is a plus.
  • Prior experience in project management will be an added advantage.
  • Good understanding of statistical modeling.
  • Equivalent qualifications in Human Resource (HR), Psychology, or Business. Qualifications in Organisational Psychology is a plus.
