TikTok's Governance and Experience (GNE) team at Local Services is dedicated to maintaining trust and enhancing user experience for our platform. Our mission involves crafting and executing comprehensive programs that facilitate a secure, reliable, and flourishing global marketplace.

As a Governance Strategy Lead in the GNE team, you will play a crucial role in shaping the future of our ecosystem.

Responsibilities
  • Team Leadership: Build, lead, and nurture a team of experts in risk and performance management to develop impactful, data-driven policies and strategies.
  • Data-Driven Governance: Develop data-based governance strategies to ensure the well-being of the TikTok Local Services ecosystem, covering areas like Merchants, Listings, Content, POIs, and Reviews.
  • Issue Analysis and Strategy Execution: Analyze issues using data and user input, create tailored governance strategies, collaborate with various teams like Algorithm, Product, Engineering, Legal, etc., and execute measures to enhance ecosystem health.
  • Regulatory and Compliance Management: Establish guidelines to handle regulatory, compliance, cultural, and promotional aspects concerning TikTok Local Services offerings; manage risks and maintain ecosystem quality.
  • Process Implementation: Implement mechanisms, processes, and tools to execute governance strategies and policies. Collaborate with relevant teams to effectively launch and run these systems.
  • Lifecycle Governance: Set up a governance strategy framework throughout the lifecycle of key participants (Merchants, Listings, POIs, Creators, Customers) within the TikTok Local Services ecosystem.
  • Governance Efficiency: Enhance governance efficiency through actions such as onboarding, offboarding, KYC, quality control, fund management, account health, etc., aiming for a fair and well-organized ecosystem.
  • Risk Management: Manage risks by supporting the growth of legitimate Merchants and Content Creators while maintaining a balance.
  • Stakeholder Engagement: Engage with stakeholders to comprehend the challenges faced by Local Services participants and their respective industries.
  • Business Environment Management: Devise and implement strategies to ensure a positive business environment while managing risks.
  • Ecosystem Health Supervision: Supervise ecosystem health using data-driven and investigative techniques; handle emergencies, conduct impromptu inquiries, and take necessary actions.
Minimum Qualifications
  • 5 years of hands-on experience in driving data-based governance and experience programs within O2O, Local Services, E-commerce, strategy consulting, operations management, seller risks, seller operations, or related areas.
  • 3 years of managerial experience in relevant domains.
  • Bachelor's degree or higher, preferably in a quantitative field like Mathematics, Statistics, Engineering, Data Analytics, or similar fields.
  • Possess strategic thinking, program management, and communication skills to handle complex projects and influence multiple teams effectively.
  • Familiarity with O2O, E-commerce, or other online and offline local services, governance, customer experience, regulatory requirements, and compliance.
  • Proactive, independent, and driven individual who thrives in ambiguity and can manage multiple priorities in a dynamic environment.
  • Excellent communication skills, including the ability to develop and convey complex strategies effectively.
Preferred Qualifications
  • Proficiency in using querying and analytical tools, and conducting data analysis (SQL, Python, Excel) is advantageous.
  • Experience working in SEA markets is a plus, especially in developing or reviewing policies, content, or compliance documents in relevant languages.
