Roles & Responsibilities

About the Role

We are seeking a dedicated and detail-oriented Human Resource Development Oficer to join our team. The ideal candidate must hold a valid CEI (Certificate of Employment Intermediaries) and/or KAH (Key Appointment Holder) license, with proven knowledge of Singapore's manpower regulations and employment laws. In addition to HR compliance and talent management, this role also involves business development and client acquisition to support the company's growth.

Key Responsibilities

  • Ensure compliance with MOM regulations, including work pass applications, renewals, and cancellations
  • Manage full recruitment cycle -sourcing, interviewing, and onboarding candidates.
  • Provide HR advisory and support to management and employees on HR policies, employment law, and best practices.
  • Assist in developing and implementing HR strategies, policies, and procedures to support organizational goals.
  • Handle employee relations, grievances, and disciplinary matters in accordance with company policies.
  • Drive employee engagement, training, and development initiatives.
  • Work closely with management to support manpower planning and workforce development.
  • Develop and expand client base - actively approach and secure new business opportunities.
  • Build and maintain long-term relationships with clients and stakeholders.
  • Respond to urgent client/candidate queries, including after office hours when required.

Requirements

  • Must possess CEl or KAH license (mandatory).
  • Degree in Human Resource Management, Business Administration, or equivalent.
  • At least 3-4 years of HR experience, preferably in recruitment/HR consultancy.
  • Strong understanding of Singapore's employment regulations and HR practices.
  • Excellent communication and interpersonal skills to liaise with clients, candidates, and stakeholders.
  • Highly organized, detail-oriented, and able to work independently.
  • Proficient in MS Office applications and HR-related software.
  • Proficient in both Chinese and English, with the ability to liaise effectively with chinese-speaking stakeholders.
  • Flexibility to respond to queries outside regular office hours when necessary.
  • Prior experience in sales, business development, or client management will be an advantage.
