Roles & Responsibilities

SCOPE OF WORK

  • Serve as the procurement/subcontracting manager/deputy manager of the Middle East project as needed, complete project tasks according to project responsibilities, and coordinate and manage all procurement/subcontracting matters of the project;
  • Assist the manager/deputy manager of the Department to put forward reasonable suggestions on overseas supply chain construction and implement;
  • Assist in the preparation and review of procurement strategies and procurement plans
  • Conduct overseas supplier resource development and relationship maintenance;
  • Participate in project coordination meetings and be responsible for communication with clients and suppliers;
  • Identify inefficiencies in the supply chain and make relevant recommendations to improve the efficiency;
  • Responsible for the overall control of key procurement packages in the process of bidding and solving difficult problems in the process;

REQUIREMENTS

  • Bachelor's degree or above;
  • Basic ability requirements: Proficiency in operating all kinds of conventional office software; good communication and negotiation skills and execution skills; hard work, teamwork spirit, can work overtime at any time, and obey Party A's arrangements.
  • At least 8 years of business management experience in the procurement industry and at least 1 project procurement manager/deputy manager experience with Saudi Aramco or Qatar Petroleum, offshore oil and gas projects experience are preferred.
  • Professional ability requirements: proficient in material procurement and subcontracting related bidding business, and can accurately grasp relevant laws, regulations, policies and regulations;
  • The personnel are competent for the procurement/subcontracting work of offshore oil and gas engineering projects and Saudi Aramco projects;
  • Proficiency in Chinese is a plus to handle Chinese-language menus and liaise with Mandarin-speaking customers.
