Procurement Specialist Project Manager

We are seeking a seasoned project manager to manage subcontracting for our organization. The successful candidate will be responsible for supporting business analysts, bid managers, and procurement specialists in developing subcontracting requirements that achieve a winning project strategy.

  • Key Responsibilities:
  • Support and develop subcontracting requirements with business analysts, bid managers, and procurement specialists to achieve a winning project strategy.
  • Participate in proposal teams to obtain firm pricing during the proposal phase.
  • Review client contractual requirements and develop preliminary subcontracting execution plans.
  • Evaluate bidders and establish a list to optimize subcontracting opportunities.
  • Implement the project subcontracting strategy from the win phase under the guidance of program managers.
  • Review and allocate service budgets with project control.
  • Align with legal on contract approaches, including main contract flow-down obligations.
  • Reassess risks and opportunities since the win phase and current market conditions; mitigate risks.
  • Review and agree with project schedules to ensure sufficient lead time for services within required construction schedules.
  • Formalize the subcontracting plan in alignment with the overall project execution plan.
  • Engage with scope owners to drive required deliverables.
  • Define and agree on scopes of work, key deliverables, and required performance with subcontractors.
  • Perform tendering, evaluation, and selection of subcontractors.
  • Negotiate contracts before order awards to finalize liquidated damages with subcontractors.
  • Monitor, challenge, and control cost and schedule impacts to service activities with scope owners.
  • Accountable for challenging subcontractors to bring optimal results with quality, safety, and on-time scope completion in alignment with scope owners.

Requirements:

  • Bachelor's degree in Business Administration or related field.
  • Minimum 5 years of experience in project management, preferably in a similar industry.
  • Excellent communication, negotiation, and leadership skills.
  • Ability to analyze complex data and make informed decisions.
  • Strong problem-solving and conflict resolution skills.
  • Proficient in MS Office, especially Excel, Word, and PowerPoint.
  • Experience with project management tools, such as Asana, Trello, or Basecamp.
