THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission To Serve Mankind to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
RESPONSIBILITIES
We are looking for a strategic and driven Manager/Senior Manager, Talent Acquisition to develop and implement effective recruitment strategies, lead recruitment efforts, and ensure we hire passionate individuals who are committed to our cause.
Responsibilities:
- Develop and execute effective recruitment strategies for roles across all business units, aligning with Thye Hua Kwan Moral Charities' (THKMC) organizational goals
- Lead and inspire the Talent Acquisition team, providing mentorship and guidance to foster a collaborative and high-performing environment
- Lead and manage the end-to-end recruitment process, including job requisitions, sourcing, screening, interviewing, and onboarding, ensuring timely and high-quality hires
- Work closely with Service Chiefs and hiring managers to understand workforce requirements and develop hiring strategies tailored to each business unit
- Track and analyze key recruitment metrics, providing insights and recommendations to improve recruitment efficiency and candidate experience.
- Build and maintain a strong pipeline of qualified candidates by leveraging various sourcing channels such as job boards, employee referrals, professional networks, and overseas recruitment
- Future-proof our talent pipeline through green harvesting via multiple channels.
- Build and maintain a strong employer brand to position THKMC as an Employer of Choice
- Plan, manage and forecast recruitment budget, ensuring effective resource allocation and optimal ROI
- Any other duties as assigned
- Bachelor's Degree in Human Resources, Business Administration, or a related field
- Minimum 8 years of experience in talent acquisition, with at least 3 years in a supervisory role
- Knowledge of local employment laws and regulations
- Experience working in a large matrixed environment would be advantageous
- Proven experience managing high-volume recruitment for a diverse range of roles
- Strong understanding of sourcing channels and recruitment technologies
- Data-driven and analytical, with experience tracking and analyzing recruitment metrics
- Skilled in building and maintaining effective interpersonal relationships at all levels.
- Able to work under pressure, meet deadlines, and drive projects to completion.
- IHRP accreditation preferred.
- Experience in ATS and analytics preferred.
