Summary

RCS is seeking one individual to serve on a temporary basis (NTE 1 year) as the Deputy Operations Officer.

The RCS Deputy Operations Officer provides support to the RCS Operations Officer in all matters related to operations, including administrative, financial, human resources, and capital asset management and ensures that operational activities are executed within allotted budget and timelines.

Duties

This is a detail or temporary promotion up to one year, but may be extended for up to five years. The selectee may be returned at any time prior to the conclusion of the not to exceed date to the position from which they were temporarily promoted. You must submit written approval from your current supervisor at time of application to be considered for this position.

The major duties of this position include but are not limited to: Understands and effectively solves multifaceted issues arising from providing readjustment counseling services across the nation with differing local Veteran and Service member population needs. Develops annual business plans supporting long- and short-range strategies. Analyzes interrelated issues of effectiveness, efficiency, and productivity to develops both short-term and long-term plans, goals, and objectives for improving service delivery of readjustment counseling services. Perform re-engineering, system and job redesign to ensure cost effective service provisioning. Allocate and adjust resources to ensure adequate support for operating initiatives. Provides support to the RCS Chief Officer (SES) in all matters related to operations, including financial, human resources, and capital asset management and ensures that operational activities are executed within allotted budget and timelines. Oversees and approves budgets and financial plans. Performs budget allocation and expense management for all business operational activities. Ensures resource assignment, work allocation, training development and performance assessment are completed. Provides leadership and managerial oversight in the following areas: systems and business management; strategic planning; quality assessment and improvement; human resources; professional staff management; and personal leadership and ethics.
Work Schedule: Monday-Friday 8am-4:30pm
