Duties:

As a Workforce Management Specialist (HR Liaison) at the NH typical work assignments include:

  • Coordinating personnel actions with the servicing human resources office.
  • Managing the overall recruitment and onboarding processes in collaboration with the assigned HR and support specialists.
  • Administering the Awards and Recognition program.
  • Providing advice and assistance to employees, supervisors, and managers across the organization.
  • Completing special projects to include the establishment of policy, standard operating procedures, workforce communication, and partnering with internal stakeholders for process enhancements.
  • Providing coaching and assistance regarding employee relations and related functions.
  • Serving as an administrator for the contributionbased appraisal system (AcqDemo) and supporting its implementation within the organization.

  • Must obtain/maintain Non-Critical Sensitive (Secret) security clearance

Certification:
Position requires DoD Acquisition Program Management Practitioner Level certification within 60 months of entry into position.

  • This is a Term Appointment up to 8 years and may be extended or terminated within the 8 years. This appointment may be made permanent.
  • Employee is expected to be onsite at the DMEA Campus (McClellan, CA) for a minimum 6 (six) weeks per fiscal year. This reporting schedule does not preclude other ad hoc onsite reporting, as needed.

Qualifications:

  • You may qualify at the NH03, if you fulfill the following qualifications:

One year of specialized experience at the NH-02 (or equivalent to the GS-11 grade level) in the Federal service as listed below:

  • Supporting human resources activities involved in human capital management or personnel management such as recruitment, staffing, classification, performance management, and/or human resources information systems;
  • Collaborating with employees and supervisors to resolve personnel issues utilizing human resource administrative laws, policies, regulations, procedures, and/or precedents; and


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education:

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.

  • Recruitment incentive may be authorized if determined by the Hiring Manager to be in the best interest of the Agency.

ACQUISITION POSITION:
This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, Practitioner acquisition certification. Certification prior to hiring is not required but must be accomplished within 60 months after entry into this position.
