Overview What the role is: The incumbent to this role will support the management and optimisation of overall budget allocation for MOM, including providing advisory on budget-related matters and conducting finance analysis and formulating guidelines. What you will be working on Provide advisory to Statutory Boards and/or Company Limited by Guarantee (CLG) on budget related matters, such as fund requests and declaration of unutilized funds Contribute to the annual Reinvestment Fund (RF) process by proposing and evaluating proposals submitted by MOM departments and Statutory Boards, and ensure its robustness Evaluate funding requests to ensure effective resource allocation Monitor and perform trend analysis to ensure budget optimisation, as well as review cost methodology to ensure up-to-date cost allocation Review finance policies, framework and guidelines for better financial management, and ensuring governance and control Prepare annual financial returns and audits required by external agencies such as MOF and AGD What we are looking for Tertiary qualification in Accounting or Business Administration with at least two years of relevant experience is preferred Experience in Government agencies/public organisations, with knowledge in public sector financing and governance will be an advantage Possess critical thinking, analytical and decision-making skills Good interpersonal skills and able to engage and communicate with key stakeholders at all levels Good written and presentation skills Highly motivated with positive working attitude Able to work independently and in a team About Ministry of Manpower Championing Human Potential for a Thriving SingaporeSingaporeans are at the heart of what we do.
