Overview What the role is: To plan, coordinate, control and integrate medical resources within MOH to prepare and maintain Public Healthcare Institutions’ (PHI) operational preparedness for Civil Emergency (CE) and National Emergency (NE). This will be done through auditing, conducting and facilitating exercises for the various operational components of the PHIs, and coordinating and supporting the National Centre for Infectious Diseases (NCID) on exercises and activities to prepare and maintain PHIs’ operational readiness for Disease Outbreaks (DO). You will be working in a fast-paced and highly dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. What you will be working on: Responsible for developing and overseeing the implementation of the PHI Readiness Review and enhance PHIs’ Readiness Framework to improve PHI readiness to respond to DO, CE and NE. Lead in the implementation of the exercise framework. Harmonise all the exercises schedule to ensure sustainability in planning and conducting CE exercises. Support NCID to ensure PHIs’ DO readiness through exercises. Lead in Preparedness Exercises Chief Controller and Planner for Cluster HQs, hospitals, polyclinics, and other medical support agencies for CE exercises. Manage the Part Time Professional Scheme (PTPS) clinicians for their commitment and contributions towards the relevant operational readiness exercises and activities. Conduct After-Action Reviews after each PHI CE exercise to review the validity of the exercise framework, and to conduct any follow up corrective actions required. Lead in Readiness Check of PHIs: Develop and conduct the readiness check requirements for Public Hospitals (PHs), Polyclinics, Skin and Blood Bank. Lead CE readiness check on PHI annual CE activities. Lead in NE readiness check on PHIs. Lead in Contact Centre Operations: Responsible to set up and run Contact Centre Ops during national health crisis. Conduct Healthcare Reserve Force Contact Centre Ops Training. National Emergency: Part of emergency setup for both planning and execution stages, and be ready to respond to NE, when activated. Others duties: Support Division in MOH Homefront Operational Readiness Self-Assessment System (HORSAS). Manage the allocated operating budget. Supervise and lead the Assistant Directors and Managers, provide guidance to support them in their work objectives. Perform any other duties/ undertake ad-hoc projects in support of Division’s functions and development as required. What we are looking for: Good tertiary education in any discipline Preferably more than 8 years of experience in emergency and crisis operations and management. Exposure to project management will be an advantage Possess good analytical ability to synthesise information and effective communication and writing skills Able to work effectively with various stakeholders of other agencies and at all levels Responsive and adaptive to a dynamic working environment with firm and decisive decision-making skills Dedicated team player with a strong desire to learn and excel Able to multi-task and work under pressure Willing to work occasionally during after-office hours (inclusive of weekends) as part of Operations Centre/HQ duties Key Competencies Required: Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.
