What the role is: The Surveillance & Enforcement Division (SED) is the intelligence, investigation and enforcement arm of the Ministry of Health. The Division conducts investigations and enforces various acts under the purview of the Ministry to ensure compliance with the Ministry's legislations and regulatory standards. As a senior member of the enforcement team, you will provide strategic leadership in complex investigations, develop investigative capabilities across the ministry, and coordinate with multiple government agencies to ensure comprehensive enforcement action. You will be responsible for making objective assessments of cases and recommending appropriate enforcement actions that align with policy objectives whilst upholding the integrity of Singapore's healthcare system. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time. What you will be working on: Leader in Healthcare Investigations - Direct investigations into infringements of MOH's legislations, conduct case assessments, secure evidence, interview parties involved, and prepare submissions to Legal office and the Attorney General's Chambers. Build Investigative Capabilities - Develop and update Standard Operating Procedures for investigations, design training programmes, and identify capability gaps to enhance MOH's investigative capacity. This includes establishing partnerships with enforcement agencies for joint operations and intelligence sharing. Develop Enforcement Policies and Strategies - Provide expert input on enforcement policies, engage with healthcare stakeholders, and contribute to public education initiatives. Specialised Task Force Work - Participate in cross-agency task forces, prepare enforcement documents, and assist prosecutors in court proceedings, when required. What we are looking for: Job Requirements Tertiary education in any discipline Possess related working experience in established law enforcement agencies, with relevant intelligence experience, at a minimum rank of Superintendent of Police or equivalent Minimum of 15 years of relevant experience in investigations and operations, including at least 2 years of supervisory experience Good grasp of legal and investigative issues and processes Ability to direct surveillance, operations and field intelligence Professional and tactful in dealing with all levels of staff Adaptability and ability to work under pressure and meet tight deadlines Possess a sense of reality and appreciation of the prevailing socio-political environment and overarching policies guiding regulatory or enforcement priorities Meticulous, independent and objective, with an inquisitive mind Effective team player with good interpersonal and communication skills Self-motivated, driven and willing to take on new challenges or additional responsibilities High standards of professionalism and personal integrity Able to thrive under pressure and appreciate a dynamic environment with constant new challenges.
