Overview

Colas Rail Egypt is seeking a Legal Counsel to provide comprehensive legal support to its operational departments in the railway sector, including the construction and maintenance of railroad lines and metro systems. The role involves analyzing legal documentation for public tenders, drafting and negotiating contracts, and offering day-to-day legal advice on various aspects of Egyptian law. The Legal Counsel will support HR on labor issues, coordinate compliance programs, and manage litigation strategies in collaboration with local and international teams. This position requires close integration with the local legal team under the supervision of the Country Director and reporting to the International Legal Manager and the Legal Department in Paris, ensuring adherence to the group's ethical standards and risk management principles.

Responsibilities
  • Analysis of legal documentation for public tenders to identify main legal risks and opportunities.
  • Draft, review, and negotiate contracts with commercial, technical, and financial teams for project execution (e.g., supply agreements, subcontracts, service provider agreements).
  • Draft, review, and negotiate contracts with partners (e.g., consortium agreements, joint ventures).
  • Provide legal advice to operation teams during contract execution in collaboration with the Contract Manager; review or draft legal aspects of claims.
Day-to-day Legal Advice
  • Provide day-to-day comprehensive legal advice to the operation team and the Country Director covering various aspects of Egyptian law.
  • Support HR on legal matters related to labor and employment.
  • Coordinate the implementation of the Groupe compliance program and activities. The Compliance Officer is the Legal Director of Colas Rail.
Litigation
  • Analyze issues and develop a litigation strategy in coordination with Contract Management teams and the Legal Department in Paris.
  • Coordinate with external counsels.
Corporate Management
  • Manage formalities for the local entity in coordination with the corporate team based in France.
  • Ensure compliance with the group's principles in terms of risks, contractual commitments, ethics, and compliance.
Education and Experience

Education: Bachelor of Law (Master degree is a plus).

Experience: Between 6–8 years (4–6 years in the construction or industrial sector is a plus).

Language Requirements

Arabic and English are required; French is a plus.

Colas Rail has more than 40 years of experience in Egypt with references in Energy and Electromechanical activities, including turnkey projects such as New El Marg for Track and Catenary. Colas Rail Egypt is involved in all project stages from engineering to maintenance, including procurement, construction, testing, and commissioning. It is currently working on the Cairo Line 4 and the Abu Qir metro line in Alexandria.
