Key Responsibilities Oversee external and internal communications efforts in the GRC, working with GRC communications officers to develop and implement a coordinated communications plan for GRC initiatives. Work closely with PA’s Communications Group to align the GRC’s communications efforts and amplify PA and Whole of Government (WOG) messages to various stakeholders. Collaborate with the Field Engagement Team in the GCD office to plan and drive ground sensing and messaging efforts through various networks and channels in the GRC Cluster. Grow, deepen, and harness networks with non-grassroots organisations and informal groups to achieve public‑government (P‑G) and government‑public (G‑P) outcomes. Identify opportunities and gaps to build communications, sensing and messaging capabilities of staff and GRLs. Develop and sustain the GRC’s physical and digital networks with creative and engaging content. Plan, implement and drive ground sensing efforts to understand residents’ fears, concerns and aspirations, and to enhance policy design and communications. Assess operational readiness of staff, communication workgroups and opinion leaders; develop learning programmes to strengthen capabilities. Support media and social media campaigns for GRC‑level communications initiatives. Guide communications officers on drafting public statements and crisis communications management.
