Description

Vantage is looking for a diligent [Senior] Development Manager to drive the evaluation and development of both new and existing data centre campuses and markets across APAC. You will assist the Senior Director of New Site Development in handling these projects through feasibility and pre-construction stages of the development cycle, to “shovel ready” status, mapping and progressing the entitlement/permitting process, handing off to the Construction team.

The position will supervise due diligence, initial concept, securitization of offsite infrastructure (incl Power and Fiber), advancement of entitlement/permitting application(s) in conjunction with internal and external teams, provide input on budget and schedule for all new major projects, and transition them to the Construction team for execution.

Constant communication with Leadership, Site Selection, Operations, Sales, Marketing and subject matter experts will be required to ensure new facilities will meet customer requirements and maintain and enhance Vantage’s product and service offering.

Essential Job Functions

Assist Leadership with evaluation and selection of existing data center assets for the purpose of acquiring and developing into a Vantage Data Center property. Lead and handle all aspects of due diligence and front-end planning for new projects including site assessment, conceptual design, due diligence scope of work, development of power and fiber strategies, entitlement and permitting. Provide thought leadership and input on projects and assignments, including budget, schedule and coordination with internal and external project stakeholders. Involvement in data center community to gain valuable knowledge of best practice, new trends and industry standards.
 

Duties

Drive scope, schedule, and budget decisions to conclusion including managing internal business case approvals, internal and external resources, project teams, contractors and vendors. Report status of all projects in feasibility and front-end development status (risks, schedule, quality and budget) to management. Acknowledge and recognise the required consultant input and functions for successful project delivery. Conduct Consultant/Vendor/Contractor qualification, including ability to appropriately scope and define roles and responsibilities for appropriate engagement. Onboard relevant consultants and establish project delivery plans, analyse key project risks including impacts on cost and schedule and submit approval packages to executive team. Handle and drive consultant delivery, including and not limited to scope, programme, performance, change management, contractual engagement, and financial monitoring. Coordinate with internal stakeholders to define project requirements. Ensure lessons learned are held and placed in the feedback loop to drive continuous improvement Understand and drive safety in design and safe working practices for consultants and contractors. Ability to lead and coordinate with all project team members and stakeholders including chairing of meetings and workshops both internally and to the broader project team. Assist in preparation of contracts in conjunction with internal legal counsel and procurement and assist with negotiating revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors. Advise and maintain standards for monitoring design and construction programme, cost control and project information systems to ensure the successful project delivery in conjunction with the project controls support teams. Prepare weekly and monthly reports based on agreed standard formats that demonstrate and provide accurate information to the Executive Management team regarding projects currently in execution and that they are being managed for a successful outcome (including relevant financial and cash-flow reports). Ensure compliance with all relevant local permitting and government/local authority regulations. Ensure all project plans and information are properly communicated and understood by all relevant Vantage DC staff including costs, design schedules, procurement, construction issues, M&E technical data, construction issues, contractor invoices and payments, funding requirements, change order notifications and any other issues that might materially affect the construction progress of each project.
 

Skills, Knowledge and Experience

This position requires an organized individual with the capacity to handle multiple projects simultaneously, work well under pressure, and to prioritize work effort, all with minimal supervision. Construction Project Management experience, particularly in client-side positions. Bachelor of Science or equivalent experience, Design or business degree, in construction or real estate is preferred. Experience in regional markets, Malaysia, Japan, and Australia preferred. Experience with local planning requirements and authority groups preferred. Experience with negotiating utility (power and fibre) contracts preferred. Demonstrably strong negotiation and presentation skills. Demonstrated ability and experience in leading project/design teams. Excellent relationship building skills. Excellent verbal and written comprehension skills. This role requires travel and willingness to work remotely when necessary Flexible, adaptable and self-directed; able to work in a variety of circumstances, eg: remotely, while travelling, across multiple time zones, cross functionally, by project, etc.
