**Responsibilities**:
- Coordination Advice
- Provides expertise/advice regarding construction and operations crossovers, ensuring that there is effective coordination of red line boundary management, construction zones, security and stakeholder notifications. Devises means and methods to ensure effective works coordination.
- Execution Advice
- Coordinates Health and Safety matters to ensure safety in execution while ensuring the integrity of operational assets, services and processes.
- Incident Management
- Ensures timely notification of incidents, thorough investigation, Root Cause Analysis (RCA).\Document Management
- Reviews and maintains records of all required documentations which may include Site Specific Safety Plans, letters of appointment, method of works (CMOPS) etc
- Teamwork
- Aligns approach with other Pillars / Stakeholders e.g. QAQC function, EHS (Operations) Management. Collaborates and support XFN relationships and partnership initiatives at a local site level.
- Training
- Designs, organizes, and conducts specialist training on key aspects of Construction Health and Safety.
- Audit
- Devises a program of regular audits ensuring both strategic and tactical safety processes are reviewed, communicated in a professional manner to all parties e.g. Construction Manager and General Contractor (GC) Partner. This should include maintaining a register of close out actions and escalating non-satisfactory items.
- Oversight
- Provides oversight of the GC Safety program, ensuring that all relevant standards and expectations are communicated, with the necessary reviews undertaken.
- Expertise
- Provides expertise/advice with regard to ensuring client legal obligations e.g. the assignment of 'coordinators' in the jurisdiction of operation, appointment of competent contractors and any other local statutory requirements.
- Leadership Walks
- Coordinates and collaborates on executive safety leadership walks and assessments.
- Initiatives / Programs
- Supports the Global program and executing on implementing Global Safety initiatives and programs at a local level e.g. Culture Surveys, Wellness initiatives & Data Processes and Leadership programs
- Reports
- Prepare, input and communicate the relevant reports such as observation reports and Safety status reports.
**Skills and Competencies**:
- Registered WSHO license with MOM.
- Bachelor's degree in Construction Management, Occupational Health, Safety & Welfare or equivalent Health and Safety degree / diploma from a relevant body/university.
- Certifications recognized by Institute of Occupational Safety & Health (IOSH), the British Safety Council or other institutions well known and respected in the construction industry.
- Ability to partner with team members and contractors to implement change.
- Must have strong written and verbal communications/reporting skills.
- Must be proficient with MS Project, Word, Excel, and PowerPoint.
- Understanding of standard practices in the design and construction industry, including knowledge of fast
- track design-build process and associated documents and contracts.
- Must hold sufficient industry knowledge to understand the design and deployment of technical electrical and mechanical systems as related to data center construction processes.
**Experience**:
- Minimum of five (5) years professional experience in construction industry mainly focused on Health and Safety.
- Relevant in-country Safety experience including knowledge of local laws, client, contractor requirements (desirable).
- Experience working with Singapore building codes and health & safety regulations.
- Experience with the implementation of Environmental Health & Safety enhancement programs.
- Experience with ground-up construction and greenfield site development requirements.
- Experience with retrofit projects in live mission-critical environments or occupied spaces.
