**JOB PURPOSE**

Is responsible for the Regional Procurement of all Logistics Services (Land, Marine, Storage, Survey, Import/Export Agent, etc) requirements for Liquid, Agri-Nutrients, Gases. His/her responsibilities include:

- Communicate effectively with End Users like Supply Chain, Sales and Business Units, on information necessary to secure Logistics Services to meet customers’ requirements.
- Execute the Supply Chain Procurement process in the ROA region
- Through activities like assess business requirements, qualify Logistics Service Providers, conduct competitive bidding, evaluate offers, award and negotiate contracts,
- Minimizing overall Supply Chain Risks by conformance with Procurement Policy, upholding EHSS standard and code of ethics with logistics service providers.
- Contract administration, monitoring procurement budget within the approved contract value limit
- Coordinate the terminal storage insurance coverage with insurance team.
- Make periodic site visits to evaluate logistics service providers' facilities.
- Maintain approved vendor list in the region, including conduct Financial Risk assessment of the logistics service providers that we are partnering with.
- Participate and support in the negotiation with vendors
- Periodically review vendors' KPI performance, to ensure the total Cost of Ownership to benefit SABIC's ROA distribution activities.
- He/She is also responsible to ensure Services Availability & Reliability and compliance with Government Regulations

Through above activities, He/She will contribute to the decisions made by Regional Procurement team in order to meet short term & long term Supply Chain Procurement objectives.

**JOB RESPONSIBILITIES**

**Term Contract Sourcing**
- Support SBU various BUs to set their individual products targets by providing estimated LE costs
- Responsible to secure Regional Logistics Services requirements through contracts
- Contribute to department goals and objectives

**Spot Sourcing for Domestic Marine, Import & Export Agent and other Logistic Services to satisfy prompt business needs**
- Spot vessel chartering for redistribution from local terminals within ROA region
- Prompt support in emergency for contracting Logistic Services

**Conduct open bidding process**
- Select qualified service provides, prepare and distribute bid packages, evaluate offers,
- Assist in face-to-face negotiation and award contracts to winner.

**Logistics Service Category Management for the ROA region**
- Seek reliable vendors and suppliers
- Perform vendor qualification and convert potential service proivders to the the approved service providers
- Periodically review the approved vendor list for adding new vendors and retiring bad performers

**Monitor the vendor performance**
- Monitor the spending against the approved limit,
- Ensure vendors' conformance with SABIC's EHSS & Operation requirements,
- Periodic assessment of the vendors' facilities and security procedures to safeguard the integrity and security of the Supply Chain, and to make trade easy and secure.
- Work with Legal team for more robust terms and conditions to protect SABIC's interest

**Contracting**
- Support in negotiation
- Administration of service providers contracts to ensure timely renewal and extension of Logistics Services Agreements
- Monitor regional contracts against the Standard Contract Templates and identify deviations

**Supplier Relationship Management**
- Monitor and assess the financial status, EHSS performance, code of ethics for the new and existing vendors
- Regularly measure the performance gaps and seek for performance improvement.
- Supporting resolution of issues and coordinating with Supply Chain team to achieve internal targets.
- Follow the approved Policies, Procedures and Guidelines

**Reporting**
- Prepare weekly/Monthly/Quarterly/Annual Performance Report
- Perform Logistics Cost and Scenario analysis and benchmarking

**Market Intelligence**
- Scout for current and future logistics solutions
- Market Trend Analysis for Logistics Service in the ROA region.

**Risk Management**
- Provide prompt support for the logistics services required in emergency cases, e.g. cargo contaminations

**Insurance**
- Supporting Insurance team in Insurance Programme for Terminal/Warehouse Storage in the region.
- Work with insurance team to ensure full insurance coverage for all products distributed in ROA region

**Projects & Improvements**
- Work closely with Supply Chain Network Management and Excellence team for all SC GPS GC related projects
- Participate regular KPI meetings with cross-functional teams to identify gaps in the current performance and take necessary steps to close them.
- Participate in quarterly performance meetings
- Be part of the continuous improvement culture to improve logistic services to the customers
