Environmental Compliance Specialist

**Duties**: **This series covers positions managing, supervising, leading, and/or performing administrative and management work.** **s a **Environmental Compliance Specialist** you may**: - Evaluate environmental compliance, protection, and surveillance programs for adequacy and effectiveness in meeting legal, regulatory, and programmatic requirements. - Ensure authority and accountability of managers for meeting environmental requirements, positive controls are in place, conduct of operations fully address environmental impact and effective quality assurance measures. - Identify environmental program vulnerabilities and their root causes, determine adequacy of corrective actions taken to address identified problems, and recommend new approaches to achieve full compliance. - Lead comprehensive compliance reviews and other EPA regulations as well as state and local regulations. - Develop violation mitigation strategies and prepare and negotiate settlements with state, local, and federal agencies. - Provide guidance and oversight to ensure evaluations are conducted for proposed actions; liaison with federal, state, local authorities, and the public on matters affecting environmental protection and public health and safety issues. **Requirements**: **Conditions of Employment**: - Must be a U.S. Citizen or National. - This employer participates in the e-Verify program. - Males born after 12/31/1959 must be registered for Selective Service. - Subject to satisfactory security and suitability requirements. - May be required to successfully complete a probationary period. - These positions are to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority. - Positions may be covered by a bargaining unit. Work may only be performed from a location in the U.S. - You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually. **Qualifications**: **You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.** - Evaluating environmental compliance, protection, and surveillance programs for adequacy and effectiveness in meeting legal, regulatory, and programmatic requirements AND - Identifying environmental program vulnerabilities and their root causes, and determining adequacy of corrective actions AND - Providing technical assistance or recommendations about environmental engineering or natural resources management policy to a variety of personnel. NOTE: There is no substitution of education for specialized experience at the GS-14 level. - "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
