Singapore HORIZON QUANTUM COMPUTING PTE. LTD. Full time

**Responsibilities**
- Manage the full range of HR activities and operations: recruitment, onboarding, career management, administrative tasks, etc
- Create and execute on a talent strategy and recruitment plan, and deliver against our immediate hiring goals
- Manage talent acquisition policies, processes, competencies and selection criteria
- Create a robust search strategy to identify, attract and connect with the right talent
- Define and lead talent recruitment and development strategies that will contribute to the long-term growth of the company
- Work with colleagues to create partnerships or programmes with schools and universities
- Define success metrics for HR and recruitment, ensure regular measurement and ensure regular review of strategy and tactics based on this information.

**Requirements**:

- At least 5 years of experience in technical recruitment and HR operations, including executive and senior talent recruitment, with the ability to engage and grow relationships at those levels
- Proven track record of successful hiring and relationship management for leadership and senior level roles
- Knowledge of Singaporean recruitment landscape, employment laws and regulations
- Bachelor’s degree or equivalent work experience

**Preferred Experience**
- Experience and demonstrated success in recruiting academics, world class experts, senior, or niche talents
- Experience hiring across the science, software engineering, product, design, finance, marketing, legal, business development domains
- Strong behavioural interviewing skills
- High standards for hiring and developing talent
- Experience with start-up related HR matters including the onboarding of remote talent and equity-based compensation.
