To assist Director (IA) developing and implementing the audit strategy, policies, and procedures to support PA’s objectives. The Deputy Director supports D(IA) to establish and maintain strong internal controls, risk management processes and governance practices and contribute towards enhancing operational efficiency, safeguarding of assets, and ensuring compliance with government and Grassroots rules and regulations.
- Provides leadership, guidance, and support to the internal audit team, including training and development of staff;
- Fosters a culture of compliance and continuous improvement within the internal audit function and the organisation;
- Assists D (IA) to design overall strategies to plan, resource and implement the audit of entities consolidated under PA;
- Assesses the effectiveness of internal financial controls, work procedures/processes and optimal use of resources;
- Identifies areas of concern/risk and provides inputs for improvement;
- Optimises the allocation and use of GRO/PA resources towards achieving the internal audit workplan and other targets set from time to time;
- Evaluates the quality and efficacy of the audit programme as well as trains and guides staff to ensure delivery of quality outputs and achievement of desired outcomes;
- Reviews audit work done by Assistant Directors and Senior Audit Managers;
- Reviews audit reports and present findings/recommendations for Management's use;
- Provides advice on audit matters to PA/CDD/CO Officers;
- Leads investigations and recommends follow-up actions;
- Manages outsourced internal auditors and monitors their audit progress and deliverables;
- Facilitates the appointment of PA statutory auditors and the contract management;
- Investigates all malpractice and recommends follow-up actions;
- Provides data/information/recommendations derived from IA's work to facilitate management's decision-making;
- Shares expertise and useful knowledge/experience with other colleagues by conducting briefings and circulars; and
- Actively participates and contributes ideas in discussions/decision-makings on PA-wide matters/issues.
