**Deputy Director, Finance (IT)**

**JOB DESCRIPTION**

In NUHS Corporate Finance, you will assist the IT Finance Director in leading the Strategic IT Finance team, participate actively in co-developing IT Portfolio Management methodologies / approaches with MOH and/or public health institutions. You will lead in evaluating IT systems financial viability for new business proposal. Lead the team in strategic partnering with the IT Office in performing re-engineering and process improvement of IT budgeting & planning from time to time. You are also to provide IT procurement proposal review, financial assessment and to ensure annual IT budget execution is smooth and meet timeline.

You are expected to:

- **IT Finance Management**
- Representing NUHS Group Finance in participating in developing IT Portfolio Management methodology and approach under the new IT funding & charging model.
- Lead in performing financial modelling on new business proposals and evaluate its financial viability.
- Work with IT Office on IT budget management in alignment with MOH’s global IT budget direction.
- Support project pricing work group activities, new project initiatives that require review of TCO, investment justification, project cost allocation basis.
- Prepare management reporting and to provide regular presentation/update to management
- **IT Finance Business Partnering**
- Provide advice to NUHS cluster stakeholders in their annual IT budget planning / exercise.
- Guide the team in providing funding / budget details in the IT project request for purpose of supporting Finance Director in her analysis and review of project solution, justification, cost allocation.
- Provide regular analysis and updates required by Group CFO and Director for their budget review, decision on financial sustainability and approval.
- Provide financial simulation and analysis on IT cost optimization, spends and charging mechanism.
- Work on payment agreement between NUHS with external parties, cost allocation among NUHS institutions.
- **Others**
- Ensure relevant Corporate Finance policies, procedures and are up to date and align with the direction of the organization.
- Work with relevant party to review and streamline processes and procedures to improve effectiveness and efficiencies of IT finance processes from time to time.
- Perform analysis and derive relevant insights, prepare and present in coherent and systematic manner to enable management decision making.
- You must be able to articulate and engage with internal and external stakeholders.
- Ad-hoc projects/tasks assigned by the Reporting Officer and Head of Department.

**Requirements**:

- University Degree in Accountancy or equivalent, and familiar with IT environment
- More than 15 years of relevant working experience.
- Proven working experience in FP&A business partnering, with good understanding of Digital/ Technology trends and terminologies. Able to engage with stakeholders of both the senior management & the operations levels.
