**What the role is**
- The aim of the Sector Leadership Development (SLD) team is to bring out the best of every social service sector professional and the best of every Social Service Agency/Social Enterprise (SSA/SE), so that we can improve the quality of life of service users. The SLD team delivers sector-focused, efficient, and innovative learning and development programmes and experiences, thoughtfully designed to help our professionals best serve at every stage of their career.
As a member of the Sector Leadership Development team, the Senior Manager is responsible for projects and programmes to enable and support leadership development for sector professionals. The individual will actively manage projects focused on aligning leadership development solutions with sector priorities.
The SLD team supports the development of 20,000+ social service professionals (SSPs) in Singapore. Offering leadership development that includes continuous, relevant, tailored learning experiences, projects and secondments, the team builds the capabilities needed to transform the social service sector, advance careers, and address complex social challenges in an increasingly technology-driven world.

Responsibilities may include [KPIs (Provisional)]:

- Plan, develop and operationalize leadership development programmes and processes.
- Review deliverables for efficacy and quality.
- Assist in the creation and development of various learning programmes and training experiences, to help sector professionals develop the future-oriented capabilities and knowledge needed to deliver on their organisation’s strategy and larger social service sector goals.
- Participate in or lead efforts to build positive, collaborative partnerships among SSAs/SEs, government bodies, non-profit stakeholders, Institute of Higher Learning (IHLs), and Corporates.
- Use critical thinking skills to identify, research, conduct data analysis, and recommend solutions to complex problems.

**Implementing Key Leadership Development Projects**

**Unified Leadership Competency Framework for Sector Leaders**: Collaborate with IHL and key stakeholders, develop an updated leadership competency model to be the cornerstone for the design and delivery of future leadership development programmes and courses.

[New model validated by selected SSAs and approved for implementation.]

**Leadership Milestone Programmes (LMP)**: Lead/participate in the development, rollout, evaluation, and continuous improvement of 2 new leadership programmes. Both programmes will mostly be delivered virtually.

**Establish Infrastructure, Policies, and Programmes**:
**Leadership Development Landscape**: Build landscape of leadership programmes and courses; and identify those that contribute significantly to building bench skills of leaders.

**Talent Management Tools**: Develop/ refine tools to support talent management efforts.

**Influence Leadership Development in the Sector**

**Leadership Learning System**: Identify levers and resources to shape users experience in navigating the leadership development landscape

**Flagship Events**: 40-Under-40, Social Services Festival, to achieve better integration of leadership-related schemes, etc. Other areas as NCSS-SCTG strategy and goals evolve.

**Experience**:
Minimum 6 to 8 years’ work experience in Training/Learning & Development, Leadership Development; specifically in instructional design and courseware development. Social service sector experience is a plus.
