**Job Description**:
You will be responsible for HR Projects (focus on HRIS). You will deputise and support the HR Director in HR matters from project execution, management reporting, paper writing to policy review. You will work closely together with the C&B team.

**Job Responsibilities:
1. HR Information System
- Lead the HRIS purchase process and HRIS implementation across all modules.
- Act as a consultant to understand HR requirements and changes to the system.
- Monitor and maintain processes, procedures and documentation.
- Ensure an effective and efficient method for implementation of new processes and procedures.
- Communicate with vendors & partners and understand system upgrades.
- Lead the procedures for new HRIS releases.
- Identify potential risks and proactively manage issues

2. Manpower Planning and Budgeting
- Work together with C&B to drive the organisation’s manpower planning and budgeting initiatives to ensure that the manpower & budgeting needs of the organisation are well supported.
- Co-drive the annual manpower budgeting and operational budget exercise for HR department.

3. HR Policy Review
- Review of HR policies for relevance and updating.
- Improve HR processes that avoid waste and increase contious improvement.
- Lead policy discussions, keeping abreast of best practices.
- Provide guidance and support to the line managers and the HR Team on the implementation and administration of HR policies and programs.
- Monitor the HR procedures and audit requirements.
- Streamline HR processes where necessary, to enhance the department’s efficiency and effectiveness.

4. Management Reporting
- Manage and analyse data for report trending.
- Design and manage Management report.
- Draft and manage concept paper / proposal writing for Management and Board’s approval.
- Assist to influence & facilitate discussion with senior management and Board Sub Committees.

**Job Requirements**:

- Bachelor’s Degree in Human Resource Management or related field/equivalent required.
- Specialisation in HR Information Systems and Compensation & Benefits.
- Demonstrable experience as a project leader.
- Minimum 8 years’ relevant HR experience.
- Exposure in community care sector or healthcare sector is an added advantage.
- Experience with RfP/tender processes is an advantage.
- Proficient in Microsoft Office.
- Team player who’s able to exercise initiative, multitask and work independently.
- Proactive and an effective change agent.
- Good organisational, meticulous and resourceful.
- Able to work under pressure with strict deadlines.
- Strong interpersonal, analytical and written communication skills.
