APAC Programme Director, Work Dynamics
Corporate Accounts - Singapore

The Programme Director will establish and operate a Programme Management Office for project and program delivery for client account across Asia Pacific. The projects will comprise a mix of maintenance, refurbishment, sustainability, diversity & inclusion, workplace experience and digital technologies project.

The Programme Director will be responsible for leading a team of program leads and project managers to deliver:
Global Program Management
Serve as the central point of contact and accountability for all global related programs.

Partner with GWS Regional and Platform teams and other Tier 1 Partners and where applicable, their corporate platforms, to align on global program scope, timelines, execution and reporting to ensure seamless global program deployment and ongoing delivery.

Allocate resources and establish priorities in line with approved global programs. Ensure all program managers are trained and conversant with GWS global program standards and processes.

Coordinate individual programs along a critical path and perform oversight of program proposals and implementations. Provide status reports to GWS Regional and Platform teams and other Tier 1 Partners as per agreed frequencies and format.

Ensure all elements of global programs are tightly integrated and driven consistently across the account.

Provide timely and appropriate program-related communications to stakeholders.

Where applicable manage costs related to providing the programs, e.g., resource planning, cost estimation, cost budgeting, and cost control.

Create internal Tier 1 Partner repository to gather ideas and share with the GWS regions and Platform teams.

Keep abreast of upcoming legislation and potential impact on programs and propose changes.

Project Management
Accountable for all project-related issues within scope, including those funded globally, from a business group or GWS budget.
Ensure all project managers are aware of, trained on and follow client's process.
Review each project with the assigned project manager to agree the extent to which the project management process steps are to be followed (the intent being to appropriately balance adherence to project management process steps to the project).
Ensure all projects and designed and built following the client's Design Standards & Guidelines and are appropriate to the site and location requirements and standards.
Consult with the Building and Technical Services Team to obtain the latest Life Cycle Renewal Program & Facilities Condition Index (FCI) report and update the 5-10 year LCR plan and issue the recommended project list for the forthcoming 12 month period for approval by client. Note: The LCR Financial Planning process must align with client's internal financial planning and approval time horizon.
Establish project priorities, allocate project resources and maintain a project pipeline so that projects can be pulled in where capacity exists, or projects get cancelled or deferred.
Ensure change management and communications management best practices are incorporated into the individual projects being delivered.
Monitor and audit project progress at an account level
Provide timely and appropriate project-related communications to Stakeholders. The communications plan must be agreed in advance of project commencement.
Provide project-related cost management
Create a repository of project plan templates and project planning and execution best practices and audit for adherence to all applicable guidelines and standards.
Review the Real Estate strategic plan, financial plan and Integrator project pipeline to ensure coordination and handoff of relevant scope.
