The Singapore based Asia Regional Office (ARO) of Vital Strategies drives regional business development and partnerships and serves as a regional management hub with functions such as administration, finance, and grants. The office also provides oversight support, engaging technical experts, while managing a diverse workforce spread throughout the region. The ARO helps ensure that programs and projects are coordinated, providing a shared knowledge base, and ensuring that best practices and lessons learned are disseminated between projects across the region.

**Job Purpose**

The HR & Operations Manager is a full-time position based in Singapore that will report to the Senior Manager - HR & Operations and the Regional Deputy Director Finance. This role will manage day-to-day human resources and operations and provide general support to accounting for the Singapore office.

**Duties & Responsibilities
**Human Resources**:

- Manage monthly payroll
- Benefits management:

- Provide employee benefit support, work with vendors as needed, administer claims, reconcile benefit billing to payroll
- Monitor requests for leave and ensure submissions are up to date
- Ensure adherence to Vital compensation policies and practices, work with global HR team on Singapore employee compensation.
- Talent Management:

- Provide administrative coordination of performance management process in collaboration with global HR.
- Assist Senior Manager in addressing professional development needs of Singapore team.
- Administration & Compliance:

- Coordinate work-passes and ensure requirements are met such as residency and tax requirements
- Coordinate employee on-boarding and off-boarding.
- Respond to employee general HR inquiries.
- Ensure compliant employee record maintenance, timely updating, and data accuracy.
- Serve as database manager of Singapore HRIS system ensuring data accuracy
- In collaboration with Senior Manager, conduct periodic audits of records, database, benefit vendor billing data to ensure accuracy
- Assist in the review and update of HR policies and procedures and the Employee manual.

**Operations**
- Provide administrative support in the execution of operational contract agreements and MOUs
- Support the Senior Manager in ensuring compliance with procurement policies and procedures, and for identifying sourcing and advertising channels, supporting competitive biddings/requests for proposals.
- Provide support in securing and managing insurance
- Procure office supplies and equipment following Vital practices
- Assist in the updating and maintenance of operational SOPs for Singapore office manual; support training of staff on SOPs
- Liaise with property manager regarding day-to-day facility and security issues
- Maintain Vital asset register
- Provide support for travel management

**Finance**
- Enter of monthly expenses into accounting system
- Review payment submissions to ensure appropriate back-up
- Provide other general support to Regional Deputy Finance Director as needed

**General**

Support the Regional CD in building collaboration and coordination among Vital Strategies APAC region public health programs.

**Qualifications
**_Education & Degree _**
- BSc/BA in Business management, administration, human resources, or relevant field

**_Skills & Abilities _**
- Excellent customer service and interpersonal skills with ability to liaise effectively with a wide range of management, staff and external parties
- Strong verbal and written communication skills
- A track record of demonstrating a strong work ethic, integrity, personal accountability, and ability to work with confidential sensitive information
- Strong organizational skills with an ability to multi-task on varying priorities
- Understanding of general human resources processes
- Demonstrated excellent attention to detail and work accuracy
- Ability to work both independently and collaboratively using initiative and problem-solving skills
- Ability to meet deadlines and coordinate work with others
- Ability to work with diverse staff on multiple time zones
