**What the role is**
- MPA’s Maritime Decarbonisation Division headed by the MPA Chief Sustainability Officer and reporting to the CE aims to formulate the strategies, plan and drive the implementation of MPA-wide decarbonisation programmes to reach net-zero emissions by 2045 in line with our Public Service target, drive the decarbonisation agenda and plans for the Maritime sector to reach net-zero by 2050 in line with our national target, and to forge global consensus and decarbonisation plans for the global maritime sector to reach net-zero emissions around 2050, representing Singapore at international fora such as the International Maritime Organization and the UN Framework Convention on Climate Change. The Maritime Decarbonisation Division has two directorates - the Director (Decarbonisation and Net-Zero Pathways) covering the development of programmes to drive the decarbonisation for the ocean-going vessels and introduction of new fuels such as methanol, ammonia and hydrogen, and the Director (Decarbonisation Planning & Infrastructure) looking at the plans and strategies for MPA’s efforts, raising the awareness of decarbonisation initiatives and programmes within MPA and assisting to foster the development of supporting infrastructure to enable the decarbonisation efforts for the domestic maritime sector, including the development of appropriate standards with like-minded ports.
As Deputy Director (Decarbonisation Planning & Infrastructure), you will support the Director and lead the teams to:
**Develop the Maritime Decarbonisation Infrastructure Master Plan**
This includes:
a. Lead the planning of the maritime Singapore infrastructure needs to support future marine bunker fuels (e.g. electric charging infrastructure, storage of future green marine bunker fuels, import/export requirements and supply chain) and work closely with other agencies to ensure the plan aligns with the WOG energy strategic framework.
b. Work with Engineering and Port Planning Department to develop the necessary charging standards and regulations as part of a Technical Committee to support harbour craft and pleasure craft electrification.
c. Manage all feasibility studies and to work closely with Engineering and Port Planning to assess user demands, infrastructure requirements and planning for ancillary infrastructure for storage of future fuels (e.g. hydrogen, ammonia, and e-Methanol).
d. Explore the use of the cold ironing technology and the required provisions with Engineering and Port Planning in the near future for berthed container vessels calling at PSA port for reduced carbon emissions.
**Drive the development of Enterprises to Seize Opportunities for Green Growth**
a. Carry out deep dives with the team into the various electrification/battery technologies and contribute to the development of the policies and plans for the electrification of harbourcraft, pleasure craft and tug boats.
b. Support the development of enterprises and ecosystems to raise the adoption of renewables such as solar, wind, wave/tidal energy systems etc for the maritime community, vessels and the port terminals and to develop action plans with agencies, operators, and stakeholder.
c. Identify and support the training of personnel and raising of industry standards to meet the timeframes for net-zero emissions nationally.
**Drive the development of Net-Zero Emission Plans for MPA and Maritime Singapore**
a) Manage the Planning, Measurement, Reporting and Verification of MPA’s emission reduction efforts.
b) Manage the development of net-zero buildings and infrastructure for MPA and Maritime Singapore with research institutes and government agencies in line with our national emission reduction target.
c) Train MPA personnel on the Carbon Emissions Accounting and drive the implementation of emission reduction plans.
d) Oversee the development of Environmental and Economic Models for infrastructure such as Tuas Port.
e) Collaborate with public licensees such as PSA Corporation, Jurong Port and the Cruise Terminals on building technologies and work closely with MPA departments in reviewing and enhancing the emission reduction plans.
f) Develop the standards and green procurement approaches for MPA.
g) Drive the development on the energy and emission reduction aspects of MPA’s Environment, Social and Corporate Governance report.
**Developing Enablers to Support Domestic Decarbonisation Efforts**
a. Work with the team to establish the Marginal Abatement Cost Curve (MACC) of technologies/strategies/policies for the Maritime Singapore and develop information, technical and economic instruments such as shadow carbon pricing.
b. Collaborate with MAS, financial institutions, and insurance communities on the development of green financing and risk management mechanisms.
c. Foster a strong culture of energy efficiency and emission reduction among staff and supporting communities.
