Position Overview:
The HSE Construction and Cultural Representative plays a critical role in advancing the company's overall Health, Safety, and Environmental (HSE) maturity by ensuring that construction readiness and monitoring criteria are established and by implementing the on-site HSE cultural system. This multifaceted position combines technical expertise, operational awareness, and leadership capabilities to drive a culture of safety excellence across the organization.
The Site HSE Construction and Cultural Representative ensures the effective implementation of the Offshore Business Unit's (OBU) HSE policies, procedures, and cultural initiatives at designated construction sites or regional project locations. This role serves as the visible, accessible, and influential HSE presence on-site, with direct responsibility for integrating robust safety practices into daily construction operations and cultivating a proactive safety culture among the workforces.
Crucially, this position acts as a strategic bridge between field-level activities and corporate/OBU management, ensuring that site-specific realities, risks, and lessons learned are accurately captured and communicated upward, while corporate expectations, programs, and initiatives are effectively translated and implemented at the ground level. The role is central to maintaining alignment between the site execution teams and corporate leadership, enabling consistent HSE performance, cultural engagement, and operational readiness across all phases of offshore construction projects.
The position reports to the Site Manager and the Head HSSE.
Key Responsibilities:
Construction Planning, Monitoring & Support
Implement OBU HSE processes and procedures at the site level and ensure project teams are fully compliant.
Lead and perform "Ready for Construction" reviews, including pre-start checks and audits aligned with project schedules and risk assessments.
Validate that all required documentation is in place prior to construction or high-risk activities.
Verify appropriate project manning levels and oversee the development of mobilization/demobilization plans.
Support project planning and recordkeeping, including schedule reviews and baseline updates as needed.
Identify and recommend improvements in site HSE practices, including proposing budget requirements for enhancements.
Serve as a liaison between OBU, yard management, and project teams on all construction-related HSE and cultural matters.
Develop and maintain structured reporting mechanisms to communicate construction HSE performance and issues back to OBU leadership.
Lead project closeout efforts by capturing lessons learned (LL) and ensuring knowledge transfer across the business unit.
Coordinate and conduct internal pre-gate review meetings with project HSE leads/coordinators to ensure all requirements are fulfilled before formal review stages. HSE Cultural Leadership
Deploy and manage the OBU's cultural safety program ("Strong Wave Program") at each project location.
Establish and facilitate worker-led cultural program committees; ensure regular meetings and feedback loops.
Deliver or coordinate project-specific HSE training aligned with project milestones, schedules, and identified risk areas.
Lead and/or facilitate workforce "listening tours" to gather qualitative insights on safety attitudes, concerns, and perceptions.
Design and implement cultural safety reporting systems to track and communicate progress and gaps to OBU management.
Act as the main site interface for external cultural safety consultants/partners (e.g., JMJ, IIF), coordinating engagements, workshops, and integration efforts.
Qualifications:
5+ years of HSE experience, including at least 3+ years in a leadership or coordination role
Proficiency in HSE data tools (e.g., Excel, Power BI) and management systems (e.g., SAP, EHSI, Synergy).
Strong knowledge of construction safety standards, pre-start processes, and contractor HSE management.
Experience in leading cultural safety activities or worker engagement initiatives.
NEBOSH or equivalent certification (preferred).
Experience with HSE audits, reporting, planning, and closeout activities.
Familiarity with global yard environments, especially related to FPSO or offshore energy projects, preferred.
Strong written and verbal communication skills in English, with the ability to coordinate across functions.
Self-motivated, detail-oriented, and capable of working under pressure to meet deadlines.
Proficient in interpreting regulations, writing reports, and developing procedures.
Willingness to travel as required.
