Senior Executive, Operations

Key Responsibilities:
Contract Management:
§ Procure Services for Schools, Centres and Shared Services eg. Cleaning Services, Air-con Maintenance and Services, Pest Control Services etc
§ Organizing, preparing and publishing Invitation to Tender (ITTs) pertaining to the above-mentioned services including site walkabout.
§ Preparing, publishing and evaluation of Invitation to Quotation (ITQs) pertaining to the above-mentioned services including site walkabout.
§ Review contract scope and advise Schools and Centres on contractual matters.
§ Facilitate and liaise with stakeholders from Schools and Centres including vendors who providing the above-mentioned services.
§ Attend to Contract and Procurement related queries from Schools, Centres and Shared Services.
§ Liaise with contractors and vendors from procured services.
§ Support TenderBoard processes.
§ Enforce contract's LD and compliance.
Operations Management:
§ Organize quarterly operations meetings with school and centre Oms' to align on estate and facility management matters and include a Committee of Practice segment for sharing all the inspection findings (WSH and Food & Hygiene) and best practices.
§ Oversee Shared Services Office Maintenance and Servicing (Aircon, Pest Control, Cleaning Service).
§ Liaise with Shared Service Premise Managing Agent on Facility matters.
§ Facilitate and liaise with stakeholders from Schools and Centres on external audits (Food Hygiene, WSH Inspection, Regulatory Inspection).
Business Contingency Management:
§ Ensure regulatory compliance with all emergency preparedness requirements.
§ Maintain PPE supply for Shared Services.
§ Prepare plans and implement measures to ensure business continuity for APSN.
Operating Procedures (SOP) and Work Instructions (WIs):
§ Maintain, review and update APSN operations SOPs and Wis.
§ Work with schools and centres to ensure operations SOPs and WIs are implemented accordingly.
§ Attend to queries related to operations SOPs and WIs review and record keeping.
Risk Management:
§ Organize risk review meetings with Schools and Centres and develop implementation plans.
§ Assist in the development of organisation Risk mitigation plan.
§ Assist in organization KPI and ERM data collection.
Process Improvement:
§ Work with Schools and Centres on process improvement initiatives driven by APSN Operations.
Environmental, Social and Governance (ESG) and Workplace Safety and Health (WSH)
§ Implement ESG and WSH initiative
§ ESG data collection for APSN yearbook
§ Prepare annual WSH and ESG report for board meeting
Other support
§ Assist SCC Head in providing administrative support for SCC.
§ Any project assigned by CEO or Deputy Director Operations
§ Liaise with Operations Managers (OMs) to meet site-specific needs and emergency response requirements.
§ Coordinate with school and centre key personnel on operational requirements.
§ Provide operational advice during ITQ and ITT walkabouts.
§ Ensure timely resolution of operational issues.
§ Manage shared services budget.
§ Process GRNs accurately.
§ Monitor and report APSN maintenance and SS office budget utilization
§ Collaborate effectively with schools and centres' Operations Managers, School key personal and vendors / contractors on maintenance and operations matters.
§ Appointed as fire warden for Shared Services office.
§ Appointed as Environmental Control Coordinator / Assistant Premise Manager
Job Requirements:
- Degree in Business Administration, Operations / Facilities Management, or related field with 3–5 years experience in operations, procurement / contract roles or shared services roles
- Experience/familiar in Contract & Vendor Management, Tender & Procurement, Crisis & Business contingency management, Budget & Financial Management, Risk & KPI Data Management, Safety & Emergency Preparedness etc will be advantageous.
- A strong team player with excellent people skills.
- Able to work as a team player in collaborating, managing and facilitating projects and events.
- A self-motivated and independent individual.
- Possess communication and interpersonal skills.
- Possess organisational and time management skills.
- Problem-solving aptitude.
- Ability to take on multiple roles and various responsibilities.
