As the Finance Manager you will play a pivotal role in ensuring the financial health and sustainability of a respected non-profit organisation dedicated to empowering lives. You will oversee budgeting, reporting, compliance, and strategic financial planning—driving accountability and transparency in how we manage resources for our community.
Job Scope & Responsibilities:- Supervise, coach, and review the work of the Finance Department team.
- Prepare and consolidate monthly financial statements and operational reports for review by Management, Finance & Investment Sub-Committee (FISC), and EXCO.
- Lead the preparation and monitoring of the Org's annual budget and quarterly budget forecast analyses, ensuring alignment with Budget Planning & Monitoring Policy.
- Prepare, monitor, and submit timely grant reports, ensuring compliance with funding authorities' requirements.
- Manage the Org's compliance with Goods and Services Tax (GST) requirements and oversee claims/refunds.
- Supervise AP functions, including payment processing, cheque/voucher preparation, receivables collection, and debt follow-up in collaboration with Heads of Department.
- Regular stock-take and monitor bi-monthly pricing margins for Assistive Device products to ensure profitability.
- Liaise with banks and financial institutions for routine banking operations and fixed deposit placements; Manage interaction with the company's banking relationships and outside auditors and consultants.
- Support the FISC Investment Taskforce (ITF) Members on matters related to the investment of the Org's reserves; Liaise with the appointed Investment Manager for regular reporting and compliance on investment matters.
- Provide financial input, scenario analysis, and insights to the management team for key business and strategic decisions.
- Identify and escalate financial risks and recommend mitigation strategies; Direct all activities to assure compliance with applicable regulatory laws and rules for financial reporting.
- Coordinate annual audits, respond to auditor queries, and ensure adherence to relevant statutory, financial, and internal controls.
- Policy Custodian: Review and update policies, including but not limited to the following:
a Budget Planning & Monitoring Policy
b Reserves Policy
c Investment Policy Statement
d Financial Policy & Procedures
- Perform ad-hoc duties as assigned by the Executive Director and EXCO members.
Qualifications & Requirements:
- Bachelor's degree in Accountancy, Finance, or related discipline.
- CPA/CA, ACCA or equivalent professional qualification is preferred.
- At least 5 years of relevant financial management experience, with at least 2 years at a supervisory or managerial level.
Prior experience in the non-profit, charity, social service, or disability sector strongly preferred.
Strong knowledge of Singapore Financial Reporting Standards (SFRS) and Charity Accounting guidelines.
- Working familiarity with charity grant reporting, budgeting, and compliance matters.
- Proficient in MS Excel; experience with accounting/ERP systems (e.g., MYOB, Quickbooks, SAP, or industry-specific solutions).
- Knowledge of local social service funding frameworks (e.g., NCSS, MSF grants).
- Experience managing change, process improvement, or digitalization initiatives is a plus.
