Manager, Manpower Planning and Analytics

Our Client is seeking an experienced Manager to lead the implementation of a new Manpower Planning & Budgeting System (MPBS) and support long-term manpower planning efforts across the healthcare cluster. This is a highly visible role that will contribute directly to strengthening HR and workforce capabilities.
Key ResponsibilitiesManpower Planning & Budgeting System
- Drive the end-to-end implementation of the MPBS, including project planning, execution, risk management, and reporting.
- Partner with stakeholders across institutions to gather requirements, ensure alignment, and oversee system configuration/customization.
- Manage relationships with internal users, vendors, and consultants to deliver a seamless implementation.
- Ensure successful system integration with existing HR systems and support data cleaning/harmonization work.
- Develop and execute change management and training strategies to enable smooth adoption.
- Provide ongoing system support and maintenance post-implementation.
Manpower Budgeting & Analytics
- Support institutions in manpower benchmarking, analytics, and simulations for budgeting and workforce needs analysis.
- Leverage industry best practices to design and develop forecasting models using SAP SuccessFactors, Anaplan, and related data feeds.
Others
- Contribute to automation and digitalization projects.
- Undertake other projects as assigned.
- Bachelor's degree or above in Analytics, IT, HR, or related discipline.
- Strong understanding of HR budgeting and planning in the healthcare sector.
- Strong project management skills and experience; PMP certification is an advantage.
- SAP SuccessFactors or Anaplan implementation experience is an advantage.
- At least 5 years of relevant experience in HR system development and integration.
- Strong analytical, organizational, and problem-solving skills.
- Strong system thinking to ensure solutions work for all stakeholders.
- Strong accountability to deliver high-quality work.
- Able to multi-task, work under tight timelines, and manage multiple stakeholders.
- Excellent communication, presentation, negotiation, and interpersonal skills.
- Proficient in Microsoft Excel; knowledge of Power Automate is an advantage.
- Certified Anaplan Level 2 Model Builder is preferred.
