Our Client is seeking an experienced Manager to lead the implementation of a new Manpower Planning & Budgeting System (MPBS) and support long-term manpower planning efforts across the healthcare cluster. This is a highly visible role that will contribute directly to strengthening HR and workforce capabilities.

Key Responsibilities

Manpower Planning & Budgeting System

  • Drive the end-to-end implementation of the MPBS, including project planning, execution, risk management, and reporting.
  • Partner with stakeholders across institutions to gather requirements, ensure alignment, and oversee system configuration/customization.
  • Manage relationships with internal users, vendors, and consultants to deliver a seamless implementation.
  • Ensure successful system integration with existing HR systems and support data cleaning/harmonization work.
  • Develop and execute change management and training strategies to enable smooth adoption.
  • Provide ongoing system support and maintenance post-implementation.

Manpower Budgeting & Analytics

  • Support institutions in manpower benchmarking, analytics, and simulations for budgeting and workforce needs analysis.
  • Leverage industry best practices to design and develop forecasting models using SAP SuccessFactors, Anaplan, and related data feeds.

Others

  • Contribute to automation and digitalization projects.
  • Undertake other projects as assigned.
Requirements
  • Bachelor's degree or above in Analytics, IT, HR, or related discipline.
  • Strong understanding of HR budgeting and planning in the healthcare sector.
  • Strong project management skills and experience; PMP certification is an advantage.
  • SAP SuccessFactors or Anaplan implementation experience is an advantage.
  • At least 5 years of relevant experience in HR system development and integration.
  • Strong analytical, organizational, and problem-solving skills.
  • Strong system thinking to ensure solutions work for all stakeholders.
  • Strong accountability to deliver high-quality work.
  • Able to multi-task, work under tight timelines, and manage multiple stakeholders.
  • Excellent communication, presentation, negotiation, and interpersonal skills.
  • Proficient in Microsoft Excel; knowledge of Power Automate is an advantage.
  • Certified Anaplan Level 2 Model Builder is preferred.
