The Workforce Development Division is dedicated to enhancing the skills and capabilities of the workforce through strategic initiatives and executive development programs. This role involves leading the strategic development and review of policies, overseeing program planning and evaluation, and driving data-informed decision-making to enhance the impact and operational effectiveness of the division. The incumbent will also spearhead stakeholder engagement and cross-functional initiatives to strengthen the division's role in workforce development and the larger Human Capital ecosystem.

This position supports the strategic management of government-funded and non-funded workforce transformation and talent programs, including the Career Conversion Programmes (CCP), the Mid-Career Pathways Programme (MCPP), the Enterprise and Workforce Transformation Programme (EWTP), the Progressive Wage Mark (PW Mark), the Job Skills Integrator for Wholesale Trade (JSIT-WST), the Skills Development Partner (SDP) for Green Skills and Trade and Investment, and the .

Responsbilities:

  1. Policy Development & Strategic Planning:

  2. Lead the review and development of policies and strategies to ensure alignment with industry standards and organizational goals.

  3. Translate policy intent into implementable program structures and processes.
  4. Drive the development, implementation, and review of the WDD Workplan and KPIs on a regular basis, ensuring alignment with OKR outcomes.
  5. Drive cross-functional and cross-divisional projects and initiatives that deliver holistic business solutions.

  6. Program Design, Planning & Review:

  7. Design and oversee executive development program roadmaps, including outreach, certification, and renewal strategies.

  8. Conduct periodic reviews to assess program effectiveness and recommend enhancements.
  9. Support the Director in resource management and conducting regular governance and compliance reviews.

  10. Data Analytics & Impact Evaluation:

  11. Develop and implement data collation and analytics frameworks to monitor program performance and outcomes.

  12. Use data insights to inform policy shifts and operational improvements.

  13. Support Senior Director with SBI Transformation Initiatives:

  14. Assist the Senior Director in transforming the SBF Institute into the Orchestrator and Capability Arm of SBF.

  15. Drive the account management strategy and oversee fund-raising and sponsorship efforts.

  16. Regular KYC Analytics & Program Enhancement:

  17. Conduct regular Know Your Customer (KYC) analytics to understand the needs and preferences of SBF members and SBI participants.

  18. Enhance SBI programs to align with SBF's 6 Action Agendas, including Scaled Internationally, Smart-Enabled, Skills-Empowered, Sustainability-Centric, Socially Impactful, and Synergistic TACs.

  19. Account Management, Business Development & Marketing:

  20. Develop and drive account management strategies to build and maintain strong relationships with key stakeholders.

  21. Lead business development initiatives to identify and pursue new opportunities for growth.
  22. Oversee marketing and outreach efforts, including the use of social media channels to promote programs and initiatives.

  23. Stakeholder Engagement & Communications:

  24. Represent the division in building and maintaining strategic relationships with government agencies, industry partners, TACs, IHLs, business networks and professional bodies.

  25. Mentorship & Capability Building:

  26. Mentor junior officers and foster a high-performance culture.

  27. Systems Oversight & Digital Enablement:

  28. Drive operational technology improvements and business process reengineering to reduce administrative work and streamline processes.

Requirements:

  • Experience in policy development, program management, public sector strategy, and/or strategic planning.
  • Experience in managing complex projects and change initiatives. Strong business acumen and some experience in human capital development and driving commercially viable business models are advantageous.
  • Excellent analytical and conceptual thinking skills, able to structure analysis for complex issues using qualitative and quantitative data.
  • Strong command of data analytics tools and methodologies (e.g., Power BI, Python, Excel).
  • Familiarity with KYC, CRM, LMS and digital platforms.
  • Demonstrated ability to lead cross-functional teams and drive strategic initiatives.
  • Strong analytical and problem-solving skills with a systems-thinking mindset.
  • Strong liaison and coordination interpersonal skills and enjoy working in cross functional team projects to seek win-win.
  • Excellent written and verbal communication skills.
  • Skilled in stakeholder engagement, negotiation, and public presentation.
  • Strong personal branding, presence and advocacy skills
  • Certifications such as PMP, Agile, or Lean Six Sigma are advantageous.
