Overview
Join HPB's mission to build a healthier Singapore by shaping youth health behaviours through innovative health promotion in higher education. As Senior Manager/Manager for IHL Engagement, you will play a crucial role in implementing health promotion strategies across 14 Institutes of Higher Learning, focusing on youth aged 17-25 years.
Scope
Design, implement, and manage youth health promotion strategies and partnerships within IHLs through the Healthy Campus Initiative framework, driving youth advocacy and sustainable health ecosystems in tertiary institutions.
Key Responsibilities
Health Promotion Strategies Design and Implementation
- Strategic oversight of youth health promotion strategies across 14 IHLs.
- Conceptualise, research, and evaluate IHL strategies to ensure evidence-based programme development.
- Lead the development and execution of innovative youth-led health initiatives.
- Drive and champion youth advocacy programmes.
- Establish and sustain robust peer support networks and leadership pipelines.
- Direct resource allocation and strategic operational planning across multiple institutions.
- Ensure programme excellence through effective project governance, stakeholder alignment, and optimal budget utilisation across diverse IHL environments.
Stakeholder Engagement & Partnership Management
- Forge and cultivate strategic partnerships with IHLs and key government stakeholders to advance health promotion objectives.
- Lead and orchestrate cross-functional matrix working groups with IHL partners for collaborative programme delivery.
- Drive seamless coordination across internal HPB teams and inter-agency government stakeholders for integrated health initiatives.
- Champion and oversee ground initiatives and strategic outreach efforts.
- Actively contribute to and influence whole-of-government youth engagement Community of Practice for policy and initiative alignment.
Project Management & Quality Assurance
- Drive end-to-end project governance including timeline management, milestone tracking, and deliverable quality assurance.
- Innovate and implement creative solutions to complex challenges across diverse IHL environments.
- Champion service excellence through continuous improvement frameworks and best practice implementation.
- Lead comprehensive risk management including assessment, mitigation strategies, and contingency planning.
- Establish and monitor robust performance metrics and evaluation frameworks to ensure initiative effectiveness and impact measurement.
Team Development & Knowledge Sharing
- Establish strategic capability building initiatives to enhance team competencies and organisational learning.
- Oversee operational excellence and ensure seamless day-to-day execution across multiple workstreams.
- Drive cross-functional collaboration and professional development to strengthen inter-team synergies and knowledge transfer.

- Track record in multi-stakeholder engagement across government and institutional partners leading cross-functional teams and matrix organisations Initiative evaluation and continuous improvement initiatives
- Experience in health promotion or educator sector and have a good understanding of the local IHL space (preferred)
- Demonstrated expertise in research and evaluation methodologies for programme effectiveness and impact assessment.
