NTUC LearningHub is a leading Continuing Education and Training (CET) provider in Singapore, committed to supporting workers in their lifelong learning journey. As the appointed CET Centre for the Healthcare sector, we partner with government agencies, healthcare providers, and unions to design forward-looking training that supports industry transformation and national movements like Healthier SG.
We are seeking a purpose-driven Product Manager (Healthcare) to lead the development and execution of impactful training programmes that uplift and future-proof the healthcare workforce.
Key Responsibilities:
Product Development & Management:
- Lead any contextualisation of LHUB courses to meet client's training requirements for the healthcare sector, in accordance to SkillsFuture Singapore (SSG) frameworks and Ministry of Health (MOH) directions on sector transformation.
- Facilitate the development of new programmes through engagement of the healthcare sector to identify and aggregate the skills in demand for the sector.
Stakeholder, Union & Partner Engagement
- Work closely with public healthcare institutions (e.g. NHG, NUHS, SingHealth), AIC, SSG, and private sector employers to co-create demand-driven training programmes.
- Collaborate with the Healthcare Services Employees' Union (HSEU) to identify training needs among union members and jointly drive workforce upgrading and career progression pathways.
- Represent LHUB in sectoral workgroups, union-management committees, and tripartite collaborations to advocate for lifelong learning and inclusive workforce transformation.
- Build strong partnerships with healthcare employers, agencies, and industry associations to ensure programme relevance and scale.
- Perform secretary duties for the quarterly HCA EXCO Meeting including organizing and coordinating the meeting, preparing the monthly HCA performance report etc.
- Jointly report to Executive Secretary of HSEU on Learning & Development matters for the healthcare sector.
Impact Monitoring & Performance
- Monitor programme performance and learner outcomes using KPIs such as enrolment, completion, satisfaction, and post-training application.
- Gather insights from learners, union representatives, and stakeholders to inform product refinement and future innovation.
- Leverage funding schemes (e.g. NTUC Collaborative Fund (NCF), Union Training Assistance Programme (UTAP) etc.) and explore new programme bundles for targeted workforce segments.
Requirements:
- Bachelor's degree in Healthcare, Business, Life Sciences, Education, or related field.
- Postgraduate qualification in Public Health, Healthcare Management, Adult Learning, or related domains is advantageous.
- At least 5 years of relevant experience in product management, training development, or strategic partnerships, preferably within the healthcare or public sector.
- Familiarity with Singapore's healthcare landscape, national training initiatives (e.g. WSQ, SCTP), and unionised workforce environments.
- Experience working with government bodies, industry stakeholders, is a strong advantage.
- Strong stakeholder management, communication, and facilitation skills.
- Ability to manage complex projects with multiple internal and external collaborators.
- Strategic thinker with an execution mindset and passion for social impact through workforce development.
- Experience in instructional design or adult learning frameworks is a plus.
