**RESPONSIBILITIES**

Research and Impact Evaluation
- Design, implement, and manage research projects related to cradle-to-grave services, including early childhood development, family support, eldercare, and community development.
- Conduct impact evaluation of key social service programmes to assess effectiveness, recommend enhancements and acquire resources.
- Work closely with service teams, policymakers, and stakeholders to translate research findings into actionable recommendations.
- Prepare and present research reports and policy briefs for internal and external stakeholders.

Practice Research, Organisational Development and Social Innovation
- Lead and contribute to practice research efforts that enhance service delivery and professional practice.
- Collaborate with service teams to implement research-informed interventions and measure their outcomes.
- Support fundraising team in curating strong narratives for unfunded programmes that support marginalised communities.
- Support organisational development initiatives, including culture-building projects that foster a values-driven and high-impact workplace.
- Support social innovation initiatives across different client groups to improve social outcomes.
- Conduct internal studies on workforce engagement, service excellence, and leadership development to strengthen organisational effectiveness.
- Support and Facilitate knowledge-sharing sessions, workshops, events and training programmes to build research capabilities and contributing to the development of the practice research culture within the agency
- Collaborate and coordinate with internal and external stakeholders such as academic institutions, Ministries and other agencies on practice research initiatives.

**QUALIFICATIONS**
- Degree in social sciences with specialisation in research-related disclipine. Preferably Master's degree in social sciences, social work, psychology, sociology, public policy, or a related field.
- Minimum 5 years of relevant research experience, preferably within the social service, public policy, or non-profit sectors.
- Strong proficiency in research methodologies, data analysis (qualitative and quantitative), and impact measurement frameworks.
- Experience in leading research projects from conception to completion, including stakeholder engagement, data collection, and dissemination of findings.
- Collaborative team player with the ability to work across different functions and engage diverse stakeholders.
- Experience working with government agencies and donors.

Desired Skillsets
- Excellent written and verbal communication skills, with the ability to present complex research findings in an accessible manner.
- Strong project management skills, with the ability to manage multiple priorities and deadlines effectively.
- Familiarity with Singapore's social service landscape, policies, and challenges.
- Proficiency in statistical software (e.g. SPSS, STATA) and qualitative analysis tools (e.g. NVivo).
- Knowledge of programme evaluation techniques such as Theory of Change, or Social Return on Investment (SROI).
- Passionate about social impact and committed to driving evidence-based improvements in the social service sector.
