The Department plans and implements the National Tobacco Control Programme through a multi-prong approach comprising public education, collaboration with partners and development of policies to support adoption of nicotine-free lifestyle. This is to achieve HPB’s vision of making Singapore a nation of healthy people, and itself being recognised as a local and international authority on health promotion.
**What you will be working on**
You will play an active role in conceptualising, planning, coordinating and evaluating public education and smoking cessation programmes to reduce the prevalence of smoking and vaping in Singapore. You will be involved in the following:
- Preventing the initiation of smoking and/or vaping among general population as well as targeted segments such as youth;
- Educating, motivating and assisting smokers and/ or vapers to quit smoking and/or vaping
- Fostering partnerships with government and non-government organisations as well as the private sector, to plan and execute programmes for specific target populations.
- Developing and implementing smoking/ vaping prevention and cessation programs expansion plans under the HealthierSG initiatives
**Key Responsibilities**:
You will be part of the substance abuse team in conceptualisation and implementation of substance abuse prevention and cessation programmes with focus on smoking and vaping to be delivered at national-scale across different settings across schools, workplaces and community. You will be involved in the following key areas:
1. Conceptualise, plan, execute substance abuse cessation programs targeted at different segments eg iQuit
- Engage various cross-functional internal stakeholders and service providers to gather market intelligence, obtain buy-in to ensure smooth and timely execution of programs
- Review, monitor and evaluate plans continuously to improve mechanics effectiveness and/or operations flow efficiency, backed by data and market insights to stay relevant in the dynamic substance abuse trends such as vaping amongst youth
- Support the operation management function eg inventory management, supplier risk management, data management etc ensure risk control processes, measures and compliance are in place
- Work closely with various cross-functional internal and external service providers to troubleshoot day-to-day IT-related, program operations and customer care issues
- Project management for smoking cessation programs expansion under HealthierSG Initiatives such as digital product development, resource and budget planning
- Manage budget and corporate reporting such as budget utilisation, operation risk indicators, program KPI
2. Assist in research projects and studies collaboration with various external stakeholders eg researchers from various organisations, whole-of government agencies as well as work across internal division in a matrix manner e.g. Saw Swee Hock School of Public Health (SSHSPH).
**What we are looking for**
- Possesses a University degree with qualifications in / experience working in Public Health, Health Promotion / Communications, Public Policy, Business Administration or other related fields of study;
- Possesses at least 3 years of working experience managing projects related to conceptualising and planning programmes, preferably with experience working with government entities, healthcare institutions and service providers;
- Possesses at least 3 years of working experience in monitoring and evaluating programmes or services;
- Be able to develop and manage projects and campaigns at a national level;
- Be experienced in communications, possessed good presentation and writing skills; coupled with strong negotiation and influencing skills;
- Possesses strong analytical & organizational skills;
- Experience in digital product development such as app and systems development will be advantageous;
- Experience in data management, business analytics and PowerBI dashboard will be advantageous;
- Be a good team player with strong interpersonal skills and ability to communicate with people at all levels; and
- Be able to work independently and multi-task in a fast-paced environment.
