**Job Summary**:
The Deputy Program Manager (DPM) will assist the Program Manager in overseeing and managing the successful execution of an administrative support contract under the Service Contract Act (SCA) for a military installation. The DPM will ensure compliance with contractual requirements, manage daily operations, and foster strong business relationships between military personnel and contractors. A key focus of the role is demonstrating strong leadership, team development, and business-building skills to ensure operational success and long-term client satisfaction. The DPM will also be instrumental in building business networks and relationships to enhance the contract’s effectiveness. This position will perform a variety of tasks.

**Key Responsibilities**:

- **Assist Program Management**: Support the Program Manager in overseeing the daily operations of the SCA administrative contract, ensuring adherence to contract terms, budgets, and schedules.
- **Operational Oversight**: Supervise site team managers and administrative staff to ensure smooth and efficient workflow, meeting contractual obligations and performance standards.
- **Leadership and Team Building**: Demonstrate strong leadership abilities by guiding and developing site management teams, fostering a culture of collaboration, accountability, and high performance. Actively build business relationships and networks to promote teamwork and trust between military personnel and contractors.
- **Compliance and Reporting**: Ensure compliance with SCA regulations, contract requirements, and company policies. Assist in preparing and submitting required reports, ensuring proper documentation and adherence to timelines.
- **Liaison and Communication**: Serve as a point of contact between military personnel, and contractors. Facilitate communication, resolve conflicts, and ensure that all parties are aligned with contract goals and expectations.
- **Employee Management**: Assist in the recruitment, onboarding, and management of administrative staff. Monitor performance, address any issues related to attendance, performance, or conduct, and support employee development.
- **Contractor-Military Relationship Management**: Build and maintain strong working relationships with military clients, ensuring their needs and concerns are addressed promptly and professionally. **Develop a strong working relationship with the Technical Advisor (TA)** under the SCA contract to ensure smooth coordination and compliance with contract requirements. Promote collaboration between military personnel and contractor teams.
- **Business Development and Networking**: Identify opportunities to enhance service delivery, expand business relationships, and develop networks to ensure long-term success and client satisfaction. Proactively seek feedback and continuously improve the contract’s performance and business growth.
- **Problem Resolution**: Identify operational or personnel issues and work with the Program Manager to develop and implement solutions. Address any operational challenges that arise in the performance of the contract.
- **Process Improvement**: Recommend and implement process improvements to optimize contract performance, streamline administrative tasks, and enhance overall efficiency.
- **Budget and Resource Management**: Assist with budget planning, resource allocation, and cost control measures to ensure that the contract operates within its financial constraints.
- **Training and Development**: Work with HR and management to provide necessary training to site teams on compliance, conflict resolution, and building effective relationships within the contract structure.
- **Other Duties**: Perform additional duties as assigned by the Program Manager and Headquarters Office.

**Qualifications**:

- **Must be U.S Citizenship**:

- **Must have a current SECRET Clearance**:

- Knowledge of Navy correspondence and records management procedures, and Navy squadron organizational structure and their relationships to Type Wing Commanders and Type Commanders.
- **Minimum of 5 years of experience** in contract management, program management, or operations management, with a focus on military or government contracts. Prior experience with SCA contracts is highly desirable.
- **Leadership and Business Skills**: Demonstrated ability to lead teams, build business relationships, develop networks, and drive operational success. Strong business acumen with the ability to identify opportunities for growth and improvement.
- **Knowledge of SCA Compliance**: Strong understanding of the Service Contract Act, including compliance requirements and reporting.
- **Communication Skills**: Excellent verbal and written communication skills, with the ability to interact effectively with military personnel, contractors, and administrative staff.
