FMI Risk Management and Securities Services Risk Management teams are part of Transaction Services Risk Management (TSRM), which consist of a core group of 2nd line professional risk managers who develop, design and implement holistic risk management strategies for the entire services risk portfolio. This encompasses membership risk, credit and intra-day exposures, and other risks such as product, operational, market, liquidity, and franchise risk that impact Citi. The incumbent will partner with other Risk Management, Compliance, Legal, Operations, and Technology teams to manage these risks.

**APAC Financial Market Infrastructure (FMI) Risk Lead - Key Responsibilities**

Approvals - Membership and Credit:

- Approve new FMI Memberships and Material Changes in existing FMI’s across APAC. Team responsibilities include setting the Membership Risk Rating (MRR) and Obligor Risk Rating (ORR), and preparing loss estimates as well as ongoing reviews on periodic basis as function of material changes operating framework.
- Participate as an Approver in new deal review process and PACs (ICG and Consumer) when FMI risks are involved with focus on potential risks and risk mitigation.
- Provide Industry Specialist approvals and maintain credit oversight of Relationship Exposures to all FMI’s and Membership Exposures to Qualifying and Non-Qualifying FMI’s in APAC.

Due Diligence - Initial and Ongoing:

- Lead the team of APAC PSRM risk officers to ensure timely analysis of regional FMI exposures, review with the desks if breaches occur and oversee exposure reports commentary for senior management and regulators as/when needed.
- Interact with legal counsel with regard to FMI documentation and assess the legal environment of Citi’s memberships by Region/Jurisdiction.
- Oversee annual and interim portfolio reviews of FMI memberships and credit relationships managed by PSRM in the APAC Region.
- Participate in business led forums to discuss new initiatives and business strategy e.g. APAC Instant Payments Forum, TTS Solution and Initiatives Risk Review
- Ensure full compliance in the region with PSRM risk policies and procedures as applicable.
- Responsible for coordinating with 1st Line to ensure potential impacts related to APAC regulatory requirements are socialized and understood e.g. challenges to FMIs.
- Provide a strong 2nd line challenge to the business vis-à-vis governance and control of sponsored FMIs.

External Engagement:

- Participate in external industry forums representing Citi to discuss upcoming industry trends and contribute to White Papers e.g. Futures Industry Association and ISDA
- Sit in on specific FMI working groups e.g. Hong Kong Exchange Risk Working Group
- Proactively liaise with industry peers to discuss new regional initiatives and material risk events/issues

Tracking and Challenging Emerging Risks:

- Assess the impact of emerging regulatory risks for existing & new memberships.
- Understand and dimension the emerging risks of trending initiatives e.g. Instant Payments, Distributed Ledger FMIs, China FMIs
- Support the PSRM Global Head in transformational initiatives and emerging responsibilities e.g. CCP concentration risk appetite framework; Comprehensive stress testing framework for CCP exposures; Revisions to Policy & Procedures Framework to support appropriate controls framework for the team, and reviewing CCAR stress testing results.

**Securities Services (SecSvcs) Product Risk Lead - Key Responsibilities**

SecSvcs Risk is the second line of defense from the risk and control governance framework. The job responsibilities cover the Securities Services business in APAC - Custody, Fund Services, Execution Services and Issuer Services. The role consists of providing a framework for identifying key risks, such as Product, Operational, Fiduciary and Regulatory & Legal and proactively working with the Business / In-Business Risk and other second line of defense control functions in evaluating controls which mitigate the risks. Awareness of business, regulatory and industry trends and ability to translate this knowledge to the Business/ In-Business Risk in the context of new and existing business initiatives is a key responsibility.
- Ongoing independent risk oversight of Securities Services businesses and activities in APAC through participation in Deal Reviews, New Product/Activities Committees, Fiduciary Oversight Committees, Trustee Board meetings, contract deviation reviews and Governance/Control forums
- Partner with and challenge senior business management, including Product and Regional Business Heads and other 1st line business colleagues, including support and challenge related to the credit facilities and operating processes required for the products offered
- Collaborate with 2nd line partners in other Risk areas e.g. Operational Risk, Legal, Compliance and Counterparty Credit Risk, to ensure 2nd line holistic coverage of the Sec Svcs businesses as well as with 1st line
