Our expectation of the incumbent shall be experienced in full-cycle recruiting and employment branding. He/she should have a sharp eye for talented people and a steady commitment to help them find success in REC. The key responsibilities include:
- Determining current staffing needs and producing forecasts
- Developing talent acquisition strategies and hiring plans
- Leading employment branding initiatives
The primary roles in this position is to take charge of all hiring in REC. This includes keeping a tight rein in all recruitment activities (for both Singapore expansion, and support of overseas recruitments) with the team members that support Indirects positions and direct positions.
The incumbent will also monitor & develop pipelines of talents with Universities & Polytechnics, job portals, linkedin and 3rd party agencies.
The incumbent will also need to improve productivity in areas:
- methodology for monitoring of status for recruitment such as developing a dashboard to manage and monitor the recruitment activities on a weekly, and monthly basis.
- Improve and review the process of recruitment to reduce waste
- Improve employee experience with the HR, Welfare, and Training team to improve retention
- Faster Reportings cycle time
The incumbent will require strong communication and presentation skills.
**KEY RESPONSIBILITIES**:
- Determine current staffing needs and produce forecasts
- Develop talent acquisition strategies and hiring plans
- Lead employment branding initiatives
- Perform sourcing to fill open positions and anticipate future needs
- Plan and conduct recruitment and selection processes (interviews, screening calls etc.)
- Assist in employee retention and development
- Supervise recruiting personnel
- Organize and/or attend career fairs, assessment centers or other events
- Use metrics to create reports and identify areas of improvement
- Training / Coaching. Coach junior staff in interview techniques, selection, offers, and developing talent pipeline.
- Professionalism and Ethics. Work professionally with the highest integrity and ethics in all work. Highlight issues which violates employment act to the management. Always ensure critical decisions made such as termination, dismissal, are done with consultation from HR management team and the affected department heads. The Key Performance indicator is the adherence to the government regulations and internal guidelines and policies.
- Continuous Improvement. Projects may include Work productivity and automation cycle time improvement, process improvement, cost improvement as decided and set by Senior management team.
**QUALIFICATIONS AND SKILLS**:
- Degree in Science / Humanities.
- Working experience 6 years - in lead / manager position.
- Working experience in a Mfg industry will be an added advantage
- Proven experience as talent acquisition manager
- Experience in full-cycle recruiting, sourcing and employment branding
- Understanding of all selection methods and techniques
- Proficient in the use of social media and job boards
- Willingness to understand the duties and competencies of different roles
- Working knowledge of Applicant Tracking Systems (ATS) and databases
- Excellent communicator
- Well-organized
- A leader and strategic thinker
- Good Knowledge in HR Policies
- Knowledge of Employment Acts is an advantage
- Knowledge of Quality Policy, Safety Policy such as ISO 9001, ISO 14000 and others will be an advantage
