**What the role is**
- The job holder is in charge of the identification and development of HAS-ICA officers below INSP rank for career development and sponsorships.
**What you will be working on**
- The main responsibilities are as below: Drives and promotes officers’ career development - Implements and administers ICA’s Sponsorship and Scholarship framework for HAS-ICA officers while working closely with MHA, ICA work units, officers and academic institutions to see through the sponsorship process smoothly from identification, recommendation to monitoring of officers’ studies with the institutions. - Coordinates and performs Secretariat role for sponsorship interviews for applicants which are chaired by ICA senior management. - Assists to organise the internal departmental sponsorship award presentation ceremony. - Review Talent management framework (LEAD) for HAS-ICA officers to introduce improvements to tighten engagement with LEAD officers/ coaches - To manage the LEAD framework from selection of officers to emplacement and monitoring the LEAD officers’ performance during their term. - Introduced annual surveys for existing and newly appointed LEAD officers as feedback channels for MPD to review programme and draw insights from the outcome - Reviews the sponsorship programmes and processes. - Tracks budget for sponsored officers. - Undertakes other duties or projects that may be assigned. Engages and forms collaborative links with stakeholders to support sponsorship and career development initiatives - Performs the role of a career advisor to officers by being a resource person in providing sound advice to officers who seek Manpower Division’s guidance or assistance on sponsorship opportunities and courses of study. - Collaborates with work units within ICA and external agencies so as to introduce academic programmes to upskill officers, communicate and garner support, sustain and improve on such programmes. - Acts as a key contact point for sponsored officers to keep them engaged with the Department during their studies including arrangements for their attachments with ICA during term breaks for those on full-time sponsorships.

- Job Requirements: - Good organisation skills to capture information and feedback gathered. - Meticulous and careful in extraction of information, collation and monitoring of figures and budget. - Strong collaboration skills to work with parties at various levels. - Systematic and analytical mind to view all information gathered holistically for making of recommendations on officers’ career development. - Self-motivated, able to track issues independently and driven to achieve results. - Team player and positive attitude. - Excel skills e.g. Vlookup and experience in infographics for communication is an advantage.
