**Job Summary**:
As a trusted HR Leader, you will advise our senior leadership on all employee-related matters and drive our philosophy that people are our greatest asset. You will develop and implement a People strategy, aligned to TOUCH vision, mission, and priorities. You will work as the key driver to shape the culture in the organisation and solve people-related challenges through data-driven and evidence-informed practices. You will build the capabilities of the team of human resource professionals to achieve operational excellence to build an agile and future-ready workforce. You will collaborate closely with the Transformation Office to achieve our People strategy.

**Principal Responsibilities and Duties**:

- Collaborate with Senior Leadership and Transformation Office to understand TOUCH goals and strategy related to staffing, recruiting, and retention
- Develop a strategic workforce plan and oversee its implementation, collaborating and ensuring buy-in with the Service Groups
- Review, develop, and maintain human resource policies, procedures, and practices, including communicating them to relevant stakeholders
- Utilise HR analytics and evidence-based practices to drive people and organisational outcomes
- Develop and implement an attractive total rewards strategy in the sector, including enhancing current compensation and benefits and aligning it to our job architecture
- Build a strong talent pipeline for future growth
- Collaborates with the Transformation Office on topics related to organisational development, organisation design, change management, and talent management
- Oversee the team of HR Service Partners on all aspects of the human resource functions, ensuring alignment and consistency in implementation and practice across the Service Groups
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to Senior Leadership.
- Develops and administer departmental budget
- Provide coaching and support to managers in HR matters, including performance management, complaint management, disciplinary matters, and terminations
- Performs other duties as required

**Working Conditions**
- 5-day work week: Mon-Fri, 9am-6pm

**Requirements**:

- Bachelor’s or master’s degree, preferably in human resources or social sciences
- Minimum 8 years’ experience in management and developing teams of human resources generalists and specialists.
- Solid experience and knowledge of employment laws, organisational development, change management, business partnering, HRIS
- Possess excellent written and verbal communication skills
- Familiarity with the social service sector is a bonus
- Coaching qualifications a plus

- Proficient in analysing data and adopting an evidence-informed approach to inform strategic and operational decisions or activities
- Business acumen (strategic thinking) with ability to understand TOUCH and the potential growth of the organisation
- Understand the use of psychometric tools in selection and development of employees
- Driven and future-oriented
- Excellent people skills and a solid team-player
