**Role Summary**:
The Learning Hub Manager is responsible for managing hub operations, and provides leadership in strategic and operational planning. He/She leads the development of the hub initiatives, and improvements for effective delivery of programme and services. He/She also drives the development of procedures, standards, and risk management frameworks to ensure quality teaching, curriculum development and learners well-being. He/she also oversees learners’ enrolment and manpower requirements for the learning hub.

**Key Responsibilities**:
Functional
- Analyse return on investment to assess the viability of products and services.
- Develop the hub’s directions, delivery of services and mid to long term plans to improve the quality of learnings and its environment.
- Establish new or revised policies, procedures and standards for the learning hub
- Develop the organisation’s learning calendar in accordance with business objectives.
- Drive cross-functional collaboration to support the products and services portfolio.
- Establish processes to improve curriculum and programmes, gather information on the organisation’s products and services portfolio and manage feedback from stakeholders.
- Establish record and database management processes.
- Identify opportunities to engage potential partners.
- Manage budgets across the organisation’s products and services portfolio.
- Manage logistics and resource arrangements.
- Monitor products and services portfolio based on business objectives and performance standards.
- Drive the development and improvements on systems, processes, operations and risk management as well as recruitment of learners’ strategies for the programmes.
- Oversee learners’ enrolment for the hub and the resources/ learning materials/LMS.
- Set in place quality assurance system to ensure that the development and delivery of WSQ courses and the assessment of learners meet required standards.
- Oversee the execution of the organisation’s learning administration processes.
- Review organisation’s research and innovations to review the organisation’s products and services portfolio.
- To support and monitor the APSN Learning Hub’s Approved Training Organisation (ATO) status in alignment with SkillsFuture Singapore (SSG) requirements.
- To ensure that CIR is completed for all major learning hub events and to ensure major events are in alignment with APSN’s vision, mission and core values.
- To provide and ensure the optimal use of training-learning resources, including materials, equipment and technology to support learning hub programmes and services.
- To utilise and monitor funds to achieve learning hub goals.
- Report learners’ statistics to the relevant agencies and for decision making.

Development & Management of Staff
- To engage and empower staff in improvement, thus establishing a deeper sense of shared ownership and involvement
- To involve staff in planning, deployment and CIR for major events/ programmes/ initiatives
- To identify, develop and optimise the potential of staff
- To work with key personnel to chart career development plans for staff
- To promote communication and interaction between management and staff

Financial
- Oversee the financial workflow to ensure compliance of governance requirements e.g. planning and approval of budget, procurement, quotation evaluation, issuance of purchase order, receipt of goods and services, reimbursement of expenses, tagging of assets etc.

People
- To establish on-going and strategic partnerships with APSN and external organisations to enhance overall quality of Learning Hub.
- To source and establish partnership with Industry partners
- To have contacts with stakeholders either via Orientation, Network Session

**Qualifications and Other Requirements**:

- Degree in relevant areas of Leadership, Management and/or Education. Preferably with Diploma in Adult and Continuing Education (DACE) or equivalent
- At least 3 years of management experience
- Good technical knowledge in designing, developing of training curriculum and evaluating eLearning
- Strong in verbal and written English
- Experience in scaling a start-up environment is a plus
